About The Position

The Washington State Criminal Justice Training Commission (WSCJTC) is seeking a detailed and motivated Procurement & Supply Specialist 3 professional to join their team. This position plays a vital role in supporting the agency’s mission by managing the full spectrum of procurement and supply operations from purchasing equipment and materials, to overseeing inventory and surplus activities. The role involves working independently to coordinate the agency’s procurement needs, ensure compliance with state policies, and provide guidance to internal partners. Requirements

  • At least three years (3) of full-time experience as a purchasing or supply professional.
  • Ability to safely and effectively operate a forklift.
  • Proficiency with Microsoft Excel and Microsoft Word.
  • Ability to work independently while effectively interpreting pertinent policies and procedures.
  • Flexible, professional, and highly motivated in their work.
  • Excellent written and verbal communication skills (speech, listening, and writing).
  • Exceptional organizational and priority setting skills, with the ability to work with a variety of internal and external clients.
  • Ability to travel, attend meetings, and training as required.
  • Ability to work under critical time constraints, have consistent attendance, and allow for flexibility in work schedule.

Nice To Haves

  • An Associate of Arts or bachelor’s degree (in business administration, procurement, logistics, or supply management or related professional certification or field) may substitute year for year for experience.
  • Two years’ (2) experience as a Procurement and Supply Specialist with the State of Washington.
  • A bachelor’s or associate degree in business administration, procurement, logistics, supply management or allied field.
  • Basic understanding of public safety organizations.
  • Experience drafting administrative procedures, data entry, performing file retention and maintenance in accordance with public records rules.
  • Three (3) or more years of experience in an office setting providing high quality customer service using sound judgement in decision making, communicating clearly and meeting or exceeding the expectations of those you work with, both internally and externally.
  • Valid driver’s license.

Responsibilities

  • Purchase equipment, supplies, materials, vehicles, furniture, and services in accordance with Department of Enterprise Services (DES) Procurement Reform Policies, Washington State Legislature Chapter 39.26 RCW Procurement of Goods and Services and WSCJTC policies and procedures.
  • Evaluate purchase requests and ensure state contracts are used for the purchase of goods and services when available.
  • Assist staff in identifying vendors on state contracts or locating appropriate vendors when no state contract exists for the required goods or services.
  • Ensure and verify internal approvals are on purchase requisitions and the information and prices for goods and services are correct.
  • Produce purchase orders on a Microsoft Word document and forward them to vendors or suppliers as an email attachment or mail.
  • Place orders using a purchasing card, internet websites, email, telephone, mail, or in person.
  • Obtain confirmation of orders after they are placed and forward them to the requesters.
  • Keep track of pending orders and follow up on delivery status.
  • Communicate by telephone, emails, or in person.
  • Train members of WSCJTC on procurement and other related procedures.
  • Prepare surplus equipment for pick-up when state-owned assets are no longer needed by the agency.
