About The Position

This position is responsible for performing accurate and timely purchasing functions in accordance with the Virginia Public Procurement Act (VPPA), Division of Purchases and Supply (DPS)/Department of General Services (DGS), and departmental and institutional policies. The role involves preparing various procurement documents such as specifications, invitations for bids, and requests for proposals. Additionally, the Procurement Specialist will train staff on the eVA system, purchasing requirements, and policies. This role requires keeping the Procurement Specialist Sr. and Regional Business Manager informed of potential issues and resolving problems promptly. The position also involves coordinating evaluations of vendor performance and ensuring all duties and policies are followed.

Requirements

  • Working knowledge of state and agency policies and procedures for procurement.
  • Ability to evaluate bids, requests for proposals, and purchase orders for goods, services, and equipment.
  • Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
  • Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.
  • Working knowledge of computers and proficiency in computer and typing skills.
  • Ability to maintain automated and manual filing system.
  • Ability to communicate effectively with vendors and agency personnel.
  • Ability to follow oral and written instructions.
  • Ability to resolve complaints.
  • Ability to maintain proper working relationships.

Nice To Haves

  • Virginia Contracting Associate (VCA) or higher - Virginia Contracting Officer (VCO) or other related certification preferred.
  • If individual does not have the VCA certification, the individual will be required to obtain the VCA or VCA within one (1) year of being hired as a condition of employment.

Responsibilities
