About The Position

The NYC Department of Environmental Protection (DEP) is seeking a Staff Analyst 2 to serve as a Procurement Specialist for the Capital Budget and Contracts (CBC) Division. This role supports the Bureau of Engineering Design & Construction (BEDC) in managing and processing professional services and construction procurements for various City contracts. The DEP manages a significant portfolio of capital projects and is responsible for providing high-quality drinking water, managing wastewater and stormwater, and reducing pollution. The CBC division plays a crucial role in supporting these efforts through procurement management, contract processing, and budget management.

Requirements

  • Permanent Civil Service status as a Staff Analyst.
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; OR
  • A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working in budget administration, accounting, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; OR
  • An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described above; OR
  • A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described above.
  • A combination of education and/or experience equivalent to the above.
  • College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience.
  • All candidates must have a high school diploma.
  • One additional year of professional experience as described above to be eligible for Assignment Level II.

Responsibilities

  • Manage and process professional services and construction procurements for various City contracts.
  • Work with Project Managers to gather information required to create Request for Proposal (RFP) and Competitive Sealed Bid (CSB) documents for new contracts.
  • Monitor the procurement process through the City contracting system.
  • Initiate, review, and process funding requests with the DEP budget office.
  • Utilize the Procurement and Solutions Sourcing Portal (Passport) to prepare procurement documents.
  • Respond to inquiries and resolve issues regarding procurement documents, which may include performing research and collaborating with multiple departments.
  • Monitor and update contract procurement statuses within all DEP and Citywide tracking systems.
