About The Position

Virginia Correctional Enterprises (VCE) is a manufacturing and service agency dedicated to providing meaningful jobs and developing valuable work skills for offenders, supporting successful reentry after release. VCE fulfills this mission by offering high-quality goods and services to our customers across the Commonwealth. If hired by VCE, you will start or restart a 12-month probationary period. This is for all new hires, transfers, and returning State Employees. The Procurement Specialist procures goods and services in accordance with the Virginia Public Procurement Act and the Agency Procurement and Surplus Property Manual. This includes maintaining sources of supply and promoting small, women-owned, and minority-owned business programs. The position serves as the primary point of contact for all eVA-related issues and inquiries, as well as general procurement questions from agency staff.

Requirements

  • Proficiency in computer keyboarding and MS Word, Outlook, and Excel.
  • Skill in planning, organizing, record-keeping, purchasing, problem-solving, and training.
  • Ability to effectively manage time, maintain attention to detail, prioritize, and make decisions.
  • Ability to work independently, resolve problems, and perform effectively in complex work situations that involve multi-tasking and procedural requirements.
  • Ability to communicate clearly both orally and in writing, listen effectively and handle difficult situations.
  • Knowledge of the public procurement process, contract administration, and Small Purchase Charge Card Program (SPCC).
  • Knowledge of the electronic procurement system eVA or other electronic purchasing systems.
  • Ability to complete the Virginia Ethics Council Conflict of Interest (COI) filing within two (2) business days of hire and annually thereafter, in accordance with the Code of Virginia § 2.2-3100.
  • Ability to complete COI training within two (2) months of hire and every other year thereafter, as required by Code of Virginia § 2.2-3132.

Nice To Haves

  • Knowledge of general business, strategic planning, resource allocation, raw materials, production processes, quality control, costs, and other factors impacting the manufacture and procurement of goods and services.
  • Knowledge of sources of supply, commodities, price indices, and manufacturing markets.
  • Virginia Contracting Associate (VCA), or other purchasing certification.
  • Must obtain State Certification as a VCA within one year of employment.
