Requirements

  • Bachelor’s degree in business administration, procurement, supply/inventory operations or related field AND procurement related experience.
  • Experience can be substituted for education on a year for year basis.
  • Must have a valid driver's license or the ability to provide independent authorized transportation.
  • Knowledge of: procurement practices; state purchasing regulations; drafting and reviewing specifications; fixed asset tracking; vendor engagement; contract processes; office software including E1 or similar systems.
  • Skilled in: organizing and prioritizing work; problem-solving; communicating with staff and vendors; evaluating purchasing information; maintaining accurate records.
  • Ability to: analyze purchasing needs; apply procurement and statutory requirements; work with multiple teams across the state; manage timelines; lift 25-30 lbs. when needed; learn new systems and processes; provide excellent internal customer service; communicate effectively, work independently, and prioritize work assignments.

Nice To Haves

  • Experience in procurement, purchasing, or a related administrative or financial function.
  • Experience working with accounting or purchasing systems such as EnterpriseOne (E1), or the ability to learn them.
  • Strong organizational skills with the ability to multitask
  • Clear, professional communication skills and a customer service mindset.
  • Experience with procurement processes, fixed asset management, or surplus property coordination.
  • Ability to research, evaluate, and compare vendor information.
  • Detail-oriented and comfortable working with compliance requirements.

Responsibilities

  • Review purchase requests for goods, equipment, and services to ensure adequacy, consistency, compliance, and appropriate specifications.
  • Determine correct purchasing method and vendor selection based on agency and state requirements.
  • Prepare and receipt Purchase Orders (POs) in the EnterpriseOne (E1) system, including generating POs from state contracts.
  • Assist staff across the agency and local offices with purchasing needs.
  • Research product information, gather vendor pricing, and evaluate quotes for completeness and reasonableness.
  • Upload contracts into the state contract database.
  • Meet with vendors to address production, pricing, or performance concerns.
  • Facilitate and process agency Requests for Proposals (RFPs).
  • Process hardware and software purchases and track software maintenance renewals.
  • Enter and update Fixed Assets in E1; run monthly and annual asset reports.
  • May enter or edit property insurance information in E1.
  • Coordinate statewide Surplus Property, including scheduling movers and lifting items up to 25-30 lbs.
  • Support agency office moves, which may include occasional travel.
  • Serve as liaison with the Transportation Services Bureau as needed.
  • Pick-up morning mail from the Nebraska State Office Building and deliver to NDOL
