About The Position

This position is responsible for large-scale procurements within the Department of Public Safety. The work involves processing requisitions, purchase orders, and competitive bids for general and specialized commodity areas, such as equipment, materials, supplies, and services. The primary purpose of the Department of Public Safety is the efficient and effective Administration of the Department of Public Safety Budgetary Management, Financial Management, Procurement, and other services, consistent with the N.C. General Statutes, State Budget Fiscal Policies and Procedures, State Purchasing and Contract Administrative Code, DPS Fiscal Policies and Procedures, and Generally Acceptable Accounting Principles and Practices. The purpose of the organizational unit of Purchasing and Logistics is to provide Comprehensive procurement of goods and/or services to the entire Department of Public Safety in six primary functional areas: Purchasing of Goods and Services; Real Property Lease and Acquisitions; Fleet Management; Auxiliary Support Services / Law Enforcement Support Services (LESS) Office; and DNA Evidence Collection of Anonymous Sexual Assault Kits. The Fleet Management Section is responsible for over 800 vehicles, including those rented from Motor Fleet Management and those owned by the Department. This section is responsible for scheduling repairs, fuel, and vehicle replacements for the various Divisions within DPS.

Requirements

  • Bachelor’s degree from an appropriately accredited institution, three years of procurement experience; or equivalent combination of education and experience.
  • Extensive knowledge of contracts, procurement procedures, and regulations of the State of North Carolina.
  • Demonstrated experience to develop procurement strategies and exhibit strategic thinking capability.
  • Communication with end users and vendors for project development, procurement planning, and scheduling procurement activities.

  • Working knowledge and understanding of large-scale purchasing methods and procedures.

Responsibilities

  • Drafting Request for Quotes, Request for Proposals, Invitation for Bids, purchasing from State Term Contracts, and Agency-Specific Contracts.
  • Analyzing specification development on an as-needed basis, draft and negotiate procurements, bid evaluations, and administer legally binding mission-critical procurements.
  • Establish and maintain effective working relationships with Departmental personnel, vendors, other State Agencies, and the general public.
  • Apply and interpret established rules and regulations.
  • Communicate in verbal and written form.
