About The Position

This position is an advanced professional role at the Regional Transportation District (RTD) that performs all necessary public procurement functions. These functions include the acquisition of a wide variety of increasingly complex capital, equipment, professional services, materials, construction, IT software, and various services. The role involves identifying sources, developing solicitations, advertising, facilitating the receipt, review, and evaluation of vendor responses, recommending and/or selecting vendors for contract award, creating and processing contracts and purchase orders, and performing contract management of numerous contracts, all while adhering to government procurement guidelines. The position operates with moderate oversight and supervision. This posting is to fill two expected vacancies.

Requirements

  • High School Diploma, GED or equivalent.
  • A minimum of seven (7) years of experience as a contracting and procurement professional with comparable scope of authority and responsibility for leading procurement activities, contract negotiations and management; with major responsibility for handling large procurement and contract actions including construction and professional services contracts.
  • A minimum of five (5) years of experience working with applicable federal and state procurement laws.
  • Proficient with creation, processing, and all other required tasks for various types of public procurement solicitations, contracts, and contract management.
  • Strong, effective negotiation skills.
  • Proficient with Microsoft Office Suite and computerized purchasing systems.
  • Ability to manage and maintain strong, positive internal and external relationships.
  • Ability to communicate effectively, orally, and in writing.
  • Ability to use sound judgment and maintain confidentiality.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with excellent attention to detail.

Nice To Haves

Responsibilities

  • Reviews and analyzes purchase requisitions for increasingly complex and higher dollar solicitations which frequently result in multimillion-dollar contracts or contracts that require non-standard terms and conditions or significant negotiations.
  • Collaborates with internal stakeholders regarding requirements, Statement of Work or specifications, cost proposal details, payment milestones, liquidated damages, and delivery schedule with moderate supervision and guidance from the Contract Manager.
  • Develops and implements advanced procurement strategies and recommendations for solicitations and contracting actions in support of user departments.
  • Provides efficient and innovative solutions due to increased level of experience and familiarity with varying types of contracting scenarios and knowledge of current best practices.
  • Recommends method of procurement, changes, and/or substitutions as needed.
  • Primarily responsible for the assessment and development of complex solicitation documents to include: Request for Proposals, Invitations for Bids, and Request for Quotations, and Request for Qualifications for various services, goods, and capital improvement projects.
  • Develops pre-negotiation strategy and position, conducts negotiations, and prepares contract documents.
  • May exercise discretion in drafting of solicitation and contract documents and contract negotiations, including recommending modifications of standard documents and terms based upon expertise.
  • Solicits, analyzes, and evaluates quotations, bids, and proposals; chairs pre-bid and pre-proposal conferences, bid openings, pre-construction conferences, evaluation committee meetings and contract kick-off meetings with limited need for direct oversight.
  • Assists project managers in answering questions and clarifying requirements for potential proposers/bidders.
  • Provides expertise and skill in responses.
  • Receives quotations, bids and proposals and reviews content to determine if responsive to the solicitation requirements.
  • For solicitations with evaluative criteria, facilitates and maintains oversight of the technical evaluation committee during evaluation process, to include: committee direction, nondisclosure agreements, evaluation scorecards, committee meetings and discussions, capturing strengths and weaknesses of proposals, compilation of scores, vendor demonstrations, oral interviews, negotiations, proposal ranking and recommendation of award.
  • Performs price and/or cost analyses and determines need for pre-award audit or pre-award survey.
  • Recommends or approves the awarding of Contracts or Purchase Orders, and Blanket Purchase Orders.
  • Conducts debriefings with unsuccessful proposers.
  • Communicates effectively with internal departments, external stakeholder groups and vendors regarding procurement strategies, status, and actions.
  • Develops, processes and tracks contract documents, notice to proceed, amendments and purchase orders.
  • Administers various types of contracts from date of award through close out; maintains complete and accurate contract files and records.
  • May be required to assist with mentoring and providing guidance to junior procurement staff as part of regular duties.
  • May be required to develop internal and agency-wide procurement processes and training documentation; may also provide internal, agency-wide and external industry training.
  • Responsible for maintaining RTD, State and FTA (Federal Transit Administration) regulatory knowledge regarding solicitations and contracting for RTD to include laws, regulations, and policies pertaining to the procurement, contract award and management processes.
  • Effectively convey the vision and mission of the organization and provide excellent service and satisfaction to our internal and external customers.
  • Facilitates the development of public trust and confidence in the RTD.
