Summary The Procurement Specialist II manages and executes end-to-end procurement activities in support of APS generation outages and capital project initiatives, with a strong focus on sourcing for time-critical, complex outage scopes and large-scale capital work. This role is responsible for driving procurement efficiencies and executing sourcing strategies, outage timelines, and material readiness plans to support safe, reliable plant operations while achieving objectives related to cost management, supplier performance, inventory optimization, and process improvement. This position plays a critical role in outage planning and execution by leading sourcing efforts for high-priority equipment, critical spares, materials, and specialized services required to support scheduled and emergent outage work. The Procurement Specialist II ensures alignment with outage schedules by proactively managing long lead items, mitigating supply chain risks, and negotiating service agreements that support compressed timelines and strict operational requirements. The role partners closely with plant personnel, outage planners, project managers, maintenance teams, and Business Unit stakeholders to ensure procurement strategies are aligned with outage readiness, plant reliability goals, and capital project deliverables. This includes supporting scope development, validating material and service requirements, and ensuring suppliers are positioned to meet execution windows. Responsibilities include analyzing total cost of ownership, balancing cost with reliability and availability, leading commercial negotiations, and executing contracts that mitigate risk while ensuring supplier performance during critical outage periods. The role also supports supplier relationship management, including evaluation of outage performance, responsiveness, and safety compliance, while advancing supplier diversity and strategic sourcing initiatives. Additionally, the Procurement Specialist II drives continuous improvement across the Procure-to-Pay (P2P) process, with an emphasis on outage readiness, expedited sourcing processes, and improved coordination across sites. This includes identifying opportunities to standardize materials, optimize inventory levels for critical spares, and enhance system utilization (e.g., Maximo, Zycus) to support operational continuity. Through strong collaboration, market insight, and disciplined execution, the Procurement Specialist II ensures successful outage delivery and capital project execution, directly contributing to APS’s commitment to safe, reliable, and cost-effective power generation.

Requirements

  • A four-year Bachelor's degree in Business, Supply Chain or other job-related discipline from an accredited college or university
  • Plus three (3) years of procurement experience in materials or services positions.
  • In lieu of bachelor's degree, seven (7) years of procurement experience in materials or services positions required.
