The Procurement & Sourcing Coordinator II coordinates and administers complex procurement activities for a wide range of commodities and services, ensuring compliance, efficiency, and strategic support of university operations. Independently manages procurement processes from initiation through completion, including formal solicitations, contract negotiations, and high-value or complex purchases. Requirements

  • Seven years of directly related full-time experience or a Bachelor’s degree from an accredited institution in Accounting, Business Management, Public Administration, or other closely related field and three years of full-time experience directly related to the job functions.
  • Professional experience in procurement including formal solicitation processes and contract negotiations and contract drafting.
  • Experience operating a personal computer and proficient with Microsoft Office (Word, Excel, Outlook).

Nice To Haves

  • Four years professional full-time experience in a higher education setting in procurement, including formal solicitation processes and contract negotiations.
  • Experience with Workday Finance module.
  • Current certification from an organization such as Institute of Supply Management (ISM) or National Association of Educational Procurement (NAEP), The Institute for Public Procurement (NIGP), or Universal Public Procurement Certification Council (UPPCC).

Responsibilities

  • Coordinates and administers the procurement of technology, supplies, services, and construction in compliance with applicable laws, regulations, and university procedures.
  • Coordinates procurement activities from initiation through completion, including complex and high-value purchases and formal solicitation processes.
  • Evaluates, prioritizes, and approves requisitions and purchase orders within delegated authority; processes transactions and closeouts.
  • Prepares and oversees formal and informal solicitations (i.e.: IFBs, RFPs, etc.), including development of specifications/scopes of work, evaluation of responses, award recommendations, and contract administration and contract drafting and negotiation.
  • Conducts negotiations for sole/single source and other complex procurements, including pricing, terms and conditions, and contract modifications.
  • Performs complex contract review and manages the contract lifecycle, including drafting, coordinating legal review, negotiating, revising, and executing agreements.
  • Conducts cost and value analysis and performs market research and analysis to promote competition and ensure best value.
  • Coordinates cooperative and piggyback purchases at all levels and ensures proper documentation and compliance.
  • Maintains accurate, audit-ready procurement records and resolves complex purchasing and invoice discrepancies.
  • Ensures compliance with university policies, state requirements, and internal controls across all procurement activities.
  • Collaborates with stakeholders to provide guidance, improve processes, and support procurement needs.
  • Provides training, guidance, and support to staff and campus partners; assists with escalated procurement and supplier inquiries.
  • Recommends and implements improvements to policies, procedures, and internal controls to enhance operational efficiency.
  • Maintains Financial Disclosure in accordance with Chapter 112, Florida Statutes.
  • Assists with implementation of new technologies and/or systems.
  • Assists with the development of end-user training and conducts training as needed.
  • Other job-related duties as assigned.
