Under the general supervision of the Director of Purchasing and Contract Administration, the Procurement Professional performs journey-level procurement responsibilities in support of the campus community consistent with industry best practices and in compliance with State and California State University and University regulations and policies. The incumbent processes orders as assigned for goods and services, using the CSUBUY & PeopleSoft Financials-Purchasing system, reviews and negotiates contract terms and conditions with suppliers, sources vendors for cost savings, and follows up on orders overdue for delivery or completion of service(s).

Requirements

  • Equivalent to a bachelor's degree in a related field and two years of relevant experience or one year as a CSU Procurement Professional I.
  • Bachelor Degree in Business Administration or Operations Management.
  • Knowledge of procurement principles, practices, policies, and regulations, including the ability to interpret and apply CSU and State procurement requirements when processing purchase orders, requisitions, contracts, license agreements, and supporting documentation across a variety of commodities and services.
  • Skill in analyzing procurement needs, negotiating supplier terms, and coordinating purchasing activities, with the ability to evaluate requisitions and agreements, identify cost-saving vendor opportunities, track outstanding orders and services, and communicate effectively with departments and suppliers to ensure timely and accurate completion of procurement transactions.
  • Knowledge of competitive bidding and solicitation processes, including the ability to prepare requests for quotes, invitations for bids, and requests for proposals; develop bid specifications in consultation with requesting departments; analyze bid responses; post results; and prepare related contract documents using PlanetBids.
  • Skill in processing renewal agreements and identifying procurement efficiencies, including the ability to use established templates for service, professional services, maintenance, repair, operations, internship, and teaching agreements, while evaluating opportunities for cost savings, strategic sourcing, and improved purchasing efficiencies.
  • Applicants must be authorized to work for any employer in the United States.

Nice To Haves

  • Certified Purchasing Manager designation or Certified Public Procurement Buyer (CPPB) preferred.
  • An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.
  • Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.

Responsibilities

  • Analyzes, evaluates, and processes departmental requisitions as well as contracts and license agreements in a timely manner.
  • Reviews and negotiates contract terms and conditions with suppliers.
  • Prepares and issues requests for quotes, invitations for bids, and requests for proposals for goods and services using an online bid management system (PlanetBids).
  • Receives bids, analyzes bid results, posts bid results, and develops contract documents in PlanetBids.
  • Identifies and analyzes areas for cost savings, strategic sourcing and efficiencies.
  • Performs other duties as assigned.
