About The Position

This role leads procurement operations throughout the end-to-end process, involving a broad range of materials and services for a wide variety of business units and applications. The Procurement Ops Functional Lead procures materials and services across all sourcing categories as outlined in the Supply Chain processes and policies. This position serves as an escalation point for operational procurement staff, including transactional procurement, contract administration, and central requisitioning teams. The Lead guides Buyers in processing and administering purchasing activities from requisition to order, including supporting them with complex commercial issues.

Responsibilities

  • Executes procurement procedures and buyer guidelines within the scope of procurement policy.
  • Liaises with stakeholders to ensure operations meet due diligence and commercial requirements.
  • Works with management staff to provide input into improvement opportunities for procurement strategies, policies, and procedures.
  • Provides advice to team members on market conditions for assigned goods or services and keeps stakeholders informed of significant situations.
  • Owns the maintenance of supplier databases and works across Supply Chain towers to identify and qualify additional suppliers.
  • Supports the execution of commercial evaluations of potential suppliers.
  • Provides support and advice in the assessment of procurement options in line with Supply Chain policies and procedures.
  • Assists in the preparation and/or renewal of procurement options as needed.
  • Supports team members through the execution of sourcing events or sole/single source negotiations.
  • Provides support and advice in the review of requisitions and tendering documents for completeness and accuracy.
  • Works with Lines of Business (LOBs) to ensure regulatory, quality assurance, or special technical requirements are captured.
  • Ensures that references to terms, conditions, standards, appendices, and other relevant documentation are accurately referenced.
  • Provides support in the commercial evaluation of tenders, proposals, quotations, contracts, and negotiation outcomes.
  • Reviews commercial documents holistically, considering price, performance, domestic content, escalation, foreign exchange, duty, progress payments, labour requirements, financial security, manufacturing capability, etc.
  • Coordinates with technical specialists and requisitioners to collaboratively review commercial proposals.
  • Liaises with required purchasing authorities and prepares purchase approval documents across internal stakeholders.
  • Provides support in determining the requirement for basic or formal purchase orders or contracts.
  • Guides the preparation of awards to facilitate execution of the commercial agreement and easy post-award administration.
  • Supports the resolution of any discrepancies that may arise.
  • Coordinates and chairs award meetings.
  • Assists in resolving problems related to invoice discrepancies, material rejections, lost or damaged goods, and other discrepancies.
  • Coordinates the negotiation of contract changes after the award.
  • Prepares and processes amendment approval documents and instruction notices.
  • Coordinates the review, quality assurance, and approval of engineering, manufacturing, regulatory, quality assurance, and other technical procedures and documentation by specialist staff.
  • Initiates, maintains, and verifies the completeness and accuracy of quality assurance required for contract administration.
  • Provides guidance in the administration of contracts to ensure contractual obligations are fulfilled, including reviewing claims, progress payments, and escalation claims.
  • Leads the resolution of disputes and claims in collaboration with Legal and other LoBs.
  • Oversees the vendor performance assessment process, including establishing a performance record for future business.
  • Provides guidance in the resolution of performance improvement initiatives or serves as an escalation point for supply performance management discussions.
  • Works closely with internal clients to provide customer service across category planning, sourcing, and contracts.
  • Processes restricted documents for the procurement of security-related equipment and materials.
  • Serves as an escalation point for all operational resources as needed.
  • Translates organizational goals to staff in alignment with broader organizational objectives.
