About The Position

The Procurement Operations Analyst supports the Maryland Department of Human Services’ mission by providing analytical and operational support to the Procurement Office. This position is responsible for evaluating procurement processes, systems, and performance data to develop recommendations that improve the effectiveness, compliance, and efficiency of procurement operations in accordance with COMAR Title 21 and DGS-OSP policies. The analyst collaborates with internal teams, prepares visual and written reports, supports the implementation of new systems, and helps train staff in best practices and new procedures.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Four years of administrative staff or professional work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Nice To Haves

  • One year of professional experience in procurement, contracting, or compliance within a government agency (State or Federal).
  • One year of experience using Microsoft Excel (pivot tables, advanced formulas), Power BI, Tableau, Looker Studio, or similar tools to perform data analysis and create dashboards, reports, or performance metrics.
  • Demonstrated ability to build and maintain dashboards, scorecards, and performance reports to support decision-making.
  • Experience training or mentoring staff on new processes, systems, or data tools.
  • Strong communication and presentation skills, with the ability to translate complex data into actionable insights.

Responsibilities

  • Conducts research and gathers data on current procurement practices and trends, organizational structures, financial performance, and compliance with procurement regulations to identify operational gaps and inefficiencies.
  • Analyzes data, business operations, and performance metrics to identify trends, forecast outcomes, and recommend process improvements for procurement activities across the programs and 24 local departments of social services.
  • Develop and presents comprehensive reports, dashboards, and presentations to senior management, summarizing findings and offering actionable recommendations.
  • Collaborates with stakeholders and departmental leaders to align recommendations with DHS’s mission and ensure successful implementation of strategic improvements.
  • Supports the implementation of new procurement systems, providing technical assistance, user testing feedback, and post-implementation analysis.
  • Provides training and coaching to procurement staff on updated procedures, data tools, and systems to ensure agency-wide understanding and compliance.
