About The Position

Seeking a Procurement Officer to join the Construction, Architecture, Engineering, and Surveying Procurement Team. This role is responsible for leading the acquisition of planning, design, construction capital projects, and all other horizontal and vertical construction, maintenance, and repair for City Departments. The position reports to the Construction and AES Assistant Procurement Manager and provides senior-level procurement and contracting expertise, consultation, and oversight for all activities related to the acquisition of construction and construction services for the City of Charlotte. This position also supports additional procurement needs as required.

Requirements

  • In-depth knowledge and hands-on experience with the solicitation and procurement of construction and AES, including project management, contract drafting, negotiation, execution, management, and grant requirements.
  • Ability to effectively prioritize and manage more complex or highly technical procurements, including Citywide or cross-departmental projects.
  • Ability to lead and facilitate special project teams and effectively manage competing priorities.
  • Working knowledge of local, state, federal, and cooperative procurement exemption and contracting methodologies.
  • Highly motivated, seasoned professional able to function with minimal supervision and across multiple procurement disciplines, in partnership with all levels of the organization.
  • Associate’s Degree and five years of related experience or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.

  • Previous purchasing experience with a government entity and/or services and technology specific purchasing experience.
  • Strong understanding of and past experience with contract development, negotiation, and management.
  • Professional certification(s) (i.e. C.C.M., CLGPO, C.P.M, CPPO, and HSPB).

Responsibilities

  • Prepares and reviews Request for Qualification (RFQ) documents for Architectural, Engineering, and Surveying (AES) professional services adhering to local, state, and/or federal requirements.
  • Prepares and reviews Invitation to Bid (ITB) solicitation documents and packages for construction adhering to local, state, and/or federal requirements.
  • Prepares and reviews Request for Proposals (RFP) solicitation documents and packages for operations and maintenance services adhering to local, state, and/or federal requirements.
  • Provides assistance to Construction and AES Assistant Procurement Manager in creating and maintaining procurement solicitation templates.
  • Provides strategic consultation to facilitate procurement and contracting decisions, as well as project planning and management services, requirements, technical specifications, and scope development for all related projects.
  • Performs all procurement efforts utilizing statutory guidelines, policies, procedures, and best business practices.
  • Develops solicitation documents and facilitates informal and formal solicitation processes as required.
  • Provides enterprise-level leadership for more complex solicitations and procurements.
  • Provides senior-level leadership on special project initiatives as assigned.
  • Performs research on legal issues and all necessary due diligence to develop a solid understanding of project background information, scopes of services, and/or specifications and requirements.
  • Facilitates/coordinates required Pre-submittal/Pre-bid meetings, Bid Opening meetings, Evaluation Meetings and Vendor Interviews.
  • Spearheads stakeholder reviews of all applicable documents prior to project advertisement and/or completion.
  • Conducts preliminary analysis of Statement of Qualification (SOQ) packages, forms an evaluation committee, facilitates evaluation meeting and prepares selection memo based on the committee recommendation.
  • Develops and negotiates all contractual documents as may be required, including more complex enterprise-wide or technical contracts.
  • Conducts analysis of bid documents and effective evaluation protocols to determine appropriate basis of award based upon applicable North Carolina General Statues, City policies, and any other local, state, and federal requirements.
  • Conducts debrief meetings with unsuccessful vendors/bidders.
  • Identifies potential risks and solutions for risk mitigation in collaboration with City Legal, Risk Management, Internal Audit, and stakeholders.
  • Represents the City in dispute resolutions and works to ensure a strong contractually guided professional business relationship with all vendors, contractors, service providers, subcontractors, and consultants.
  • Reviews vendor proposed terms and conditions to ensure compliance with City terms and conditions during contract development, renewal, amendment, and/or change order.
  • Prepares City Council agenda items for formal projects and recommendations of award for informal projects.
  • Maintains effective project tracking information in all applicable databases and/or systems and develops project schedules with established life cycles.
  • Acts as a liaison between Contracting and Procurement and the Project Management team to ensure effective collaboration and communication through meetings, project updates, and regular reporting to ensure on-time completion of projects.
  • Takes an active role in applying new or creative efforts (E-Procurement, Cooperative Purchasing) to procurements with the goal of keeping the City at the forefront of best practices.
  • Performs all necessary duties including but not limited to cycle time reporting, records management, and compliance with policies, procedures, and system requirements.
  • Interfaces with the Charlotte Business INClusion Program to ensure participation and inclusion of small businesses in contracting opportunities while also supporting the program where appropriate in outreach and networking activities.
  • Performs special projects and additional duties as assigned or required.
