About The Position

The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 5 (T5) to Parsons as the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work. This position provides management and direction for all procurement functions on a small to medium-size project (domestic or international), including purchasing, subcontracting, change management, expediting, supplier data control, and supplier quality. May assist a Senior Procurement Manager on an assigned phase of a large complex project.

Requirements

  • Bachelor's Degree in Business Administration or Economics (or related field) and typically 10+ years of related work experience including some experience in a lead capacity involving typical procurement activities, including subcontracting.
  • Familiarity with the FAA Acquisition Management System (AMS) and Federal Acquisition Regulations (FARs).
  • A working knowledge of subcontracting activities typical to the engineering and construction industry is required.
  • Broad experience in a variety of procurement assignments, proven leadership capability, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.
  • Excellent written and oral communications skills, a working knowledge of PC software packages typically associated with procurement, and an ability to effectively negotiate subcontracts is also required.
  • Must be able to meet customer security requirements.
  • A background check by Federal Authorities will be performed.

Responsibilities

  • Reviews work performed by subordinates to ensure that applicable codes, standards, and procedures are followed, and that quality is acceptable.
  • Monitors productivity and technical proficiency of assigned procurement personnel.
  • Makes staffing assignments and reassignments as Company and project needs arise.
  • Monitors staffing requirements and expenditures within budget constraints.
  • Coordinates procurement activities with clients, project management, and other departments/divisions within the Company.
  • Actively ensures risk mitigation techniques are exercised across all phases of the procurement lifecycle.
  • Actively participates in the Quality Improvement Process.
  • Promotes technical excellence in all employees.
  • May endeavor to develop a partnership agreement where supplier quality and performance are consistent with Company and client requirements.
  • Assist in establishing and maintaining departmental policies and procedures.
  • Ensures compliance with the Company’s business ethics policy and with the Conflict-of-Interest Policy.
  • Offers training in these policies, as needed, to the personnel assigned.
  • Conducts performance evaluations, takes corrective action as necessary, recommends promotions and salary actions, and offers training and development for the assigned procurement personnel.
  • Performs other responsibilities associated with this position as may be appropriate.
