About The Position

The Procurement Manager is responsible for supporting TFM operations at JBER by planning, purchasing, storing, and issuing materials, tools, and equipment in alignment with Maximo and the Contract Requirements List (CRL). This role supports the full work management lifecycle by actioning approved Maximo work orders and purchase requests, coordinating sourcing and receiving, maintaining accurate inventory and asset records, and ensuring timely documentation and closeout to meet CRL deliverables and Air Force standards. Responsibilities include resolving discrepancies and maintaining auditable procurement and receiving records. Requirements

  • Minimum of five (5) years of procurement experience required.
  • Must have experience with a work management system.
  • Must demonstrate the ability to plan and organize, schedule and monitor, provide customer service, and work effectively under pressure.
  • A valid state driver’s license is required with the ability to obtain and maintain coverage by Tessera’s insurance.
  • Access to a federal military installation requires a REAL ID-compliant driver's license or an acceptable alternative, such as a U.S. passport or military ID, in accordance with the REAL ID Act.
  • Must be able to obtain and maintain applicable security clearances and installation access.
  • A background check and E-Verify will be conducted for this position.

  • Support the site reliability program to extend asset life and reduce breakdowns. Drive an asset ownership culture, expand/improve planned maintenance, leverage predictive tools, and enable key processes such as root cause analysis and preventative maintenance (PM) optimization.
  • Contract Management – Understand contract requirements, as they apply to your team, and oversee the day-to-day management. Brief customers and resolves issues as needed.
  • Operational Excellence – Leverages team and established BI solutions to drive superior performance results, e.g., capacity, on-time completion, backlog, quality, and customer ratings.
  • Change Management – Design and implement change successfully. Able to explain the “why” to employees in language that is relevant to them.
  • Interact with suppliers on a daily basis to resolve transactional issues and gather critical information including invoices, tracking information, and tax documents.
  • Responsible for appropriate supplier selection/bidding processes for selected purchase requests, and supplier and contract pricing validation for all purchase requests under category management responsibility.
  • Support and coordinate projects to improve procurement processes.
  • Responsible for supplier communication to resolve transactional issues.
  • Responsible for resolving invoice price and terms discrepancies to enable order processing.
  • Performs preparation, purchasing, expediting, bid analysis, and invoice auditing for manufactured equipment and bulk materials.
  • Complete and maintain purchasing forms, including bid requests, materials requisitions, purchase orders, logs, reports, and trending.
  • Maintain information on equipment and/or materials in a database with serial numbers and dates of purchase.
  • Maintain a tracking sheet for login and logout for all materials, tools, and vehicles.
  • Packing and shipping boxes and mailing and delivering packages to USPS, UPS, or FedEx.
  • Responsible for performing the security screening (external and internal) of all packages received.
  • Receipts are to be counted and checked for accuracy before signing off on each order.
  • Responsible for ensuring the warehouse is maintained in accordance with safety and environmental requirements and passes inspections.
  • Responsible for ensuring purchase receipts are turned in and processed daily.
  • All documents will be maintained in compliance with Tessera’s ISO system.
  • Responsible for handling, storage, and distribution of classified material and equipment in accordance with established procedures and security requirements.
