About The Position

Quanta Government Solutions, LLC is seeking an experienced federal procurement leader to manage day-to-day procurement for a growing federal EPC prime contractor. Reporting to the Director of Preconstruction Operations, the Procurement Manager will implement QGS procurement policy and plans across Energy and Department of War work, source and purchase for pursuits and awarded projects, and maintain procurement files that are ready for government review and audit. The role is remote with site travel and is classified as exempt. The position leads procurement activities from sourcing through award and delivery, including RFQs, competition, quote leveling, price or cost analysis, subcontractor cost or pricing data reviews, supplier qualification, and material and long-lead procurement. It ensures that applicable federal requirements and flowdowns are included in purchases and that procurement practices meet audit, purchasing-system-review, and customer-review expectations. The manager will develop the procurement team as volume grows and participate in hiring, while final hiring decisions rest with the Director. The role is primarily office-based, with occasional travel to project sites, suppliers, and subcontractor facilities. Travel may be up to 20%, with occasional overnight stays. Site visits may involve active construction-site conditions. Supervisory responsibilities may grow with the team; the role does not have final hiring or termination authority.

Requirements

  • Bachelor’s degree in Supply Chain Management, Business, Construction Management, or a related field, or equivalent experience.
  • At least 8 years of procurement or subcontract management experience, including at least 5 years supporting federal construction or EPC work as a prime contractor.
  • Working knowledge of FAR Part 44 subcontracting policies, small business subcontracting plans, Buy American requirements, and cost and price analysis.
  • Familiarity with DFARS purchasing system criteria (DFARS 252.244-7001) and DEAR requirements for DOE work.
  • Strong negotiation skills and sound judgment on price reasonableness.
  • Experience with ERP purchasing modules.
  • Clear communication with project teams, estimators, subcontractors, and suppliers.
  • Ability to travel up to 20%, including occasional overnight travel.
  • Ability to obtain a DOE security clearance is listed as preferred.

Nice To Haves

  • Experience preparing for or supporting a Contractor Purchasing System Review (CPSR) is strongly preferred.
  • Familiarity with Deltek Costpoint and Procore.
  • Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM).
  • Certified Professional in Supply Management (CPSM).
  • Ability to obtain a DOE security clearance.

Responsibilities

  • Implement and run QGS procurement policy, plans, and procedures under the Director’s leadership, keeping written procedures current as regulations change.
  • Lead sourcing for pursuits and awarded work, including RFQs, competition, quote leveling, documented price or cost analysis, and sole-source justifications when competition is not practical.
  • Build and maintain audit-ready purchase files covering competition, price reasonableness, source selection, SAM exclusion checks, and consent to subcontract when required by the prime contract.
  • Ensure applicable federal requirements and flowdowns reach each purchase, including Buy American, Section 889, applicable cybersecurity clauses, labor standards, and small business subcontracting plan goals and reporting.
  • Maintain procurement integrity and conflict-of-interest controls, support mandatory disclosure reviews with Contracts and Legal, and apply pass-through charge limits to affiliate and lower-tier subcontracts.
  • Obtain and review subcontractor cost or pricing data when required by applicable thresholds and contracts.
  • Apply the Director’s preferred-provider decisions between Quanta affiliates and external firms, and document price reasonableness for affiliate purchases to the same standard as external purchases.
  • Maintain the qualified supplier and subcontractor list, prequalification processes, and performance scorecards.
  • Plan material and long-lead procurement against project schedules and track commitments through delivery.
  • Hand complete award packages to the Contracts Manager for drafting and the sourcing file to the Award Transition Project Manager, then manage material and long-lead buyout from execution through delivery so awarded work starts fully bought out.
  • Prepare for and support purchasing system reviews and customer audits, and conduct periodic procurement-file self-audits.
  • Build and develop the procurement team as volume grows and participate in hiring; final decisions are made by the Director.
