About The Position

The position of Procurement Manager is responsible for the procurement programs and procedures for the project, under the direction and supervision of the Project Controls Manager. Ferrovial Construction is internationally recognized for its capacity to design and build civil engineering and construction projects, mainly in large transportation infrastructure. Requirements

  • Bachelor degree in Civil Engineering or related field.
  • Minimum of five (5) years of experience of progressive responsibility in similar positions.
  • Experience performing contract administration functions for heavy civil construction projects.

Responsibilities

  • Manage and direct the procurement team’s duties and tasks related to department functions.
  • Plan, organize, and direct the work of the buying of supplies, materials, equipment, and services.
  • Establish goals, objectives, and performance standards for purchasing.
  • Establish, implement, evaluate, and modify purchasing policies and procedures.
  • Interpret and apply policies, laws, and regulations pertaining to procurement.
  • Analyze performance and workload data, propose changes to the Project Controls Manager, and develop and implement procedural changes, new methods, or automated systems as appropriate agreed with the Project Controls Manager, in order to increase efficiency and cost-effectiveness of the purchasing.
  • Determine purchasing needs, legal requirements, and product specifications, and to share information about cost and availability, vendor qualifications, and current technology.
  • Develop standardized specifications for the purchasing of commodities used by several departments.
  • Review bids, contracts, and purchase orders.
  • Ensure maintenance of appropriate documentation and records.
  • Research market conditions and new products.
  • Negotiate with vendors regarding purchase requirements, prices, trade and cash discounts, deliveries, current product development, and submission of bids.
