About The Position

Under general direction, the Procurement Contracting Officer (PCO) III performs professional work of advanced difficulty in the technical and administrative functions of the purchasing activities of the City, including procurement solicitation management and contract negotiations for major projects. This position is responsible for the procurement of construction, design and engineering professional services and other highly technical or complex professional services that are to be conducted in accordance with applicable federal, state and local laws, ordinances, rules and regulations. The PCO III is the most senior level rank of the PCO job class family. The PCO III is assigned senior level, highly complex acquisitions primarily managed through qualitative procurement methodologies, such as Request for Proposals/ Qualifications and Invitations to Negotiate. Direction is received from the Procurement Manager, Procurement Assistant Director or Procurement Director. The PCO III assists and provides guidance for the PCOs I-II as assigned by the Procurement Manager.

Requirements

Bachelor's degree from an accredited college or university in Business or Public Administration, Business Law, Finance, Purchasing, or closely related field.
Minimum five (5) years progressively responsible experience in procurement.
Certified Public Procurement Buyer (CPPB) or equivalent required. If certification is has not been achieved, must be achieved with two (2) years of hire.
Strong understanding of ethical behavior is required.

Responsibilities

Procuring or coordinating the procurement, from need identification to contract execution, of architectural and engineering services, construction, and related supplies and services OR other highly technical or complex professional services required by various departments in accordance with all applicable federal, state and local laws, policies and procedures, primarily utilizing qualitative procurement methodologies (Request for Proposals/Qualifications and Invitations to Negotiate).
Prepares highly technical and complex specifications, solicitation documents and contracts, including all related research and value analysis.
Prepares and analyzes competitive sealed bids, competitive sealed proposals, requests for quotations and requests for statements of qualifications.
Coordinate and conduct industry review meetings, pre-bid conferences and evaluation committee meetings.
Completes all due diligence required on bids and proposals.
Completes award recommendation documents and City Commission agenda items.
Edits requisitions and confer with departments regarding requirements, specifications, quantity, quality and delivery.
Recommend alternatives that would result in greater value.
Confers with consultants, contractors and suppliers in order to acquaint them with procurement policies and procedures and to obtain information on required products and services.
Leads complex negotiations with consultants and contractors regarding scope of work, prices, terms and conditions.
Performs contract administration, including liaison between suppliers and departments, compliance with contract terms and conditions, compliance with grant requirements, negotiation of contract amendments, extensions and change orders.
Analyze cost and price data from vendors.
Perform contract audits when required.
Reviews and executes contracts, purchase orders, change orders and other documents within delegated authority.
Maintains the integrity of the public procurement process.
Analyzes current procurement activities and recommend improvements through more efficient procurement methods, e-procurement, privatization, quantity discounts, standardization, value analysis or cooperative purchasing.
Provides guidance and assistance to other employees, as required.
Engage in procurement planning with client departments.
Routinely meet and communicate with client departments in order to identify and provide high quality service to meet client service delivery requirements on a timely basis.
Provide accurate, complete and up-to-date information in a courteous, efficient and timely manner.
Effectively communicates policies and procedures to all personnel and interpret said policies and procedures as necessary.
Maintains individual workload statistics and accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence and related follow-up.
Perform other related duties as required.
Ability to develop innovative and creative solutions to issues consistent with the City’s strategic plan.

Reports to work as directed during an emergency as an essential employee of the City of Miami Beach.
