About The Position

The State Council of Higher Education for Virginia (SCHEV) is seeking a Procurement and Asset Specialist to provide accurate and timely purchasing functions in accordance with the Virginia Public Procurement Act (VPAA), Agency Procurement Surplus Property Manual (APSPM), SWAM requirements, and internal policies/procedures. This role involves overseeing procurement activities for a variety of commodities, analyzing procurement programs to recommend improvements, conducting outreach to vendors, and ensuring policy compliance. The specialist will also manage contracts and MOU agreements, procure goods and services in compliance with Commonwealth legislation, and assist in the financial management of agency funds to ensure compliance with state and federal mandates. This position is located in Richmond, Virginia, and is eligible for limited telework.

Requirements

  • Work history demonstrating considerable knowledge and experience with routine to complex procurement operations, principles, practices, and methods of procurement for a wide variety of goods and services.
  • Experience demonstrating knowledge of proposal preparation, bid preparation, and general contract administration experience.
  • Experience conducting effective competitive and non-competitive negotiations.
  • Experience using and reconciling a business purchase charge card for procurement purposes.
  • Experience communicating in writing with demonstrated knowledge, skills, and abilities to perform technical writing, and draft detailed specifications, contracts, reports, and letters.
  • Experience demonstrating the ability to analyze data and to research, interpret and apply procurement regulatory requirements, policies and technical materials, and analyze data.
  • Experience communicating verbally with demonstrated ability to provide technical guidance and customer service to external and internal customers.
  • Experience demonstrating the ability to work independently, plan, organize, and prioritize competing tasks, and manage deadlines in a fast-paced environment.
  • Experience demonstrating keyboarding skills, and knowledge of computers and associated software, including word processing, spreadsheets, database, and E-mail applications.

Nice To Haves

  • Virginia Contracting Associate (VCA) certification or Virginia Contract Officer (VCO).
  • Considerable knowledge of the Commonwealth’s procurement regulations and practices for SWaM and eVA and experience using the eVA procurement system.
  • Considerable experience and knowledge of the Virginia Public Procurement Act (VPPA) and the Commonwealth of Virginia Agency Procurement and Surplus Property Manual (APSPM).
  • Considerable experience and knowledge of the administration practices/policies of the Commonwealth’s Small Purchase Charge Card (SPCC) Program and SPCC on-line reconciliation procedure.
  • Experience demonstrating the ability to access data and perform procurement analysis in the Cardinal system.
