Requirements

  • Experience with large scale purchasing methods and procedures.
  • Understanding of procurement principles, policies, and procedures, including knowledge of federal, state, and local regulations.
  • Experience working with procurement bid documents and bidding processes.
  • Experience problem solving and critical thinking skills.
  • Ability to independently compose bidding documents and correspondence.
  • Ability to balance and prioritize procurement requests in a high-volume environment.
  • Ability to research different materials, commodities, and services.
  • Bachelor's degree with coursework in accounting or related field and two (2) years of procurement or related experience.
  • Microsoft Office 365 (Excel, Word, Outlook, SharePoint, Forms, Teams, etc.), Cognito, and Adobe Acrobat
  • Knowledge of local government purchasing rules and regulations.
  • Communication skills.

Responsibilities

  • Manages the purchasing cycle of all goods and services for Public Health
  • Receives and processes goods for quality control
  • Completes formal and informal bidding
  • Documents and analyzes purchasing processes and procedures
  • Identifies sources of supply and obtains competitive pricing
  • Completes invoicing of reconciled purchases
  • Ensures purchasing compliance
  • Establishes effective working relationships with staff and vendors
  • Assists with budget and accounting functions
