About The Position

The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces. The Department of Workplace Standards, Division of Occupational Safety and Health (OSH) Education and Training, seeks a Procedures Development Specialist I in the Health and Consultation Branch. This position will coordinate with professional staff in analyzing, developing, interpreting, and recommending technical policies and procedures as they relate to the operation and activities of the Health Training and Consultation Branch. In addition, the position will write and recommend operational procedures manual while providing technical assistance in the interpretation of operational policies and procedures. This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgments, follow all policies, and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Two years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.
  • Professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field will substitute for the required education on a year-for-year basis.

Responsibilities

  • Assists in coordinating the work of clerical and technical staff to ensure all work is performed in accordance with appropriate standards, policies, and procedures.
  • Serves as liaison between technical staff and management.
  • Evaluates and provides detailed analytical summaries of program activities to facilitate the administration of policies and procedures.
  • Creates and maintains staff activity tracking system, evaluates the generated data to identify procedural problems, and recommends corrective action.
  • Reviews and maintains statistical reports as needed.
  • Researches federal program requirements.
  • Solicits input from staff to provide technical advice in developing or revising policies, procedures, and reporting structures.
  • Assists in evaluating program priorities, options available, and fiscal impact on technical operations and client services.
  • Conducts studies to determine the impact of policies and procedures on the health program.
  • Assists in writing instructional materials (including the internal operational procedures manual), developing forms, and providing technical assistance to staff regarding the implementation of specific policies and procedures.
  • Monitors and tracks progress toward Strategic Goals and Objectives and recommends short and long-term policy changes to ensure completion of those goals and objectives.
