About The Position

Reporting to the Vice President of Finance, the Privacy Manager plays a critical role in safeguarding the information entrusted to Saskatchewan Crop Insurance Corporation (SCIC). This position provides expert leadership over SCIC’s privacy management framework, ensuring compliance with The Freedom of Information and Protection of Privacy Act (FOIP), the Provincial Personal Information Privacy Framework, and related federal and provincial legislation—while enabling responsible information use that supports SCIC’s programs, services, and innovation. As a trusted advisor, the Privacy Manager works across the organization to embed privacy‑by‑design into business practices, technology solutions, procurements, and third-party agreements. This role balances legislative interpretation, risk management, and practical problem‑solving to help SCIC operate responsibly, transparently, and with public trust.

Requirements

  • A university degree in a related field, plus a minimum of two years of relevant experience (or an equivalent combination of education and experience also may be considered).
  • Experience interpreting and applying privacy legislation and frameworks, including FOIP and related federal and provincial laws.
  • Demonstrated ability to investigate and assess privacy incidents and apply corrective actions.
  • Strong analytical and judgment skills, with the ability to apply legislation to complex and sensitive real‑world situations.
  • Excellent interpersonal and communication skills, with the credibility to navigate sensitive issues and influence decision‑making across the organization.

  • One or more of the following certifications are considered assets: Certified Information Privacy Professional Canada (CIPP/C), Information Access and Protection of Privacy (IAPP) designation, Certified Information Privacy Technologist (CIPT)

Responsibilities

  • Provide interpretation and guidance on The Freedom of Information and Protection of Privacy Act (FOIP) and applicable federal and provincial privacy legislation.
  • Serve as a trusted privacy advisor to leadership, staff, legal counsel, and external partners.
  • Promote a strong, practical privacy culture across the organization.
  • Lead Privacy Impact Assessments for new programs, procurements, technology solutions, and initiatives, identifying risks and recommending mitigation strategies.
  • Investigate, track, and report on privacy incidents and breaches, and recommend corrective and preventative actions.
  • Work closely with Information & Technology (IT) and security teams to anticipate and address privacy risks associated with emerging technologies.
  • Research, analyze, and respond to FOIP access requests within legislated timelines.
  • Develop, maintain, and oversee corporate privacy policies, procedures, and compliance expectations.
  • Collaborate with internal and external auditors on matters related to confidentiality, integrity, and availability of information.
  • Define and maintain SCIC’s data classification framework in alignment with Government of Saskatchewan standards.
  • Collaborate with procurement, vendor management, and business units to ensure third‑party agreements and data‑sharing arrangements meet privacy requirements.
  • Develop and maintain records management and archiving practices aligned with legislation and best practices.
  • Deliver privacy awareness training and provide practical guidance to staff on privacy obligations and emerging risks.
  • Support informed decision‑making by translating complex legislative requirements into clear, actionable advice.
