About The Position

The National Security Sector at Leidos is seeking an experienced Contractor Program Security Officer (CPSO) for a growing program to work at our Chantilly, VA site. This is an opportunity to use your experience primarily supporting SCI programs in support of our operations. The CPSO must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information. Provide clear guidance to company employees and recommend modifications to operations policies or procedures as appropriate. Ability to work long hours as required. Experience in Creating and Authoring Security Volumes for Request for Proposals.

Requirements

  • Requires a self-motivated candidate that is capable of working in an independent or team environment with minimal direction and great communication.
  • Bachelor’s degree and 12+ years of relevant experience. Additional years experience may be used in lieu of a degree.
  • Requires deep knowledge of discipline to manage highly complex or specialized projects/process improvements
  • Requires strong communication both internally and externally
  • Uses influence and expert knowledge in presenting solutions/approaches
  • Thorough working knowledge of the NISPOM, other government regulations (e.g. Intelligence Community Directives (ICD), and Security Executive Agent Directives (SEADs)
  • Self-starter with ability to work independently and with little supervision in customer facilities
  • Commitment to security - creating and delivering the highest value to customers
  • Strong background utilizing Microsoft Office products such as Word, Excel and PowerPoint
  • Evaluate and interpret clearance decisions made by government customers
  • Ability to interpret company and government security policies and apply them to program operations
  • Strong understanding of Physical Security requirements of ICD 705 to meet contractual needs
  • Ability to manage Sensitive Compartmented Information programs
  • Thorough understanding and working experience with government and corporate security databases such as NISS, DISS, eQIP and SIMS
  • Thorough experience consolidating SCI nomination packages for submission to customer.
  • Experience reviewing SF 86s, Foreign Contact Forms and other supplemental forms
  • Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate
  • Strong communication skills, both oral and written with the ability to conduct oral briefings
  • Candidates must possess an active Top Secret clearance with SCI eligibility

Responsibilities

  • Responsible for the security oversight and management of the security program.
  • Implementing the industrial security program and ensuring company and customer security requirements are met.
  • The CPSO will interface with all levels of Leidos personnel and government management personnel to ensure contract security compliance with National Industrial Security Operating Manual 32 CFR Part 117 (NISPOM), DoD 5220.22-M, Contract Security documents and Program Classification Guides.
  • Administer day-to-day security program(s), personnel processing, program reviews, document control system and audits.
  • Violation/infraction investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
  • Provide technical security experience in the following security disciplines: personnel, physical/industrial, computer investigations and operations.
  • Prepare and disseminate security requirements, guidance, and procedures.
  • Coordinate Entrance on Duty (EOD) for incoming personnel.
  • Conduct SCI briefings/debriefings for program personnel.
  • Responsible for the management and maintenance of IC badges in collaboration with Leidos Security Service Center (SSC) and Gov’t Customers.
  • Collaborate with members of the DoD, IC and other officials as required to maintain knowledge and understanding of current security requirements.
  • Monitor, update and maintain personnel/program records (e.g. database and hardcopy) of security actions.
  • Coordinate program required information with internal and external security offices and business areas.
  • Interpret security policies on matters pertaining to processing, dissemination and controlling of classified material.
  • Monitor and manage security operations and provide status reports and recommendations.
  • Create, manage and execute Security Awareness and CI training information.
  • Work closely and collaborate with internal and external managers to ensure understanding of program operations.
