About The Position

The Principal, Technical Program Manager leads complex, large-scale technology programs by defining goals, managing cross-functional dependencies, and driving end-to-end delivery. This role requires expertise in program and risk management, technical design, and stakeholder engagement to ensure scalable, high-quality solutions. The position involves coordinating multiple teams, resolving ambiguities, and implementing process improvements to optimize workflows. The successful candidate will communicate effectively across groups, mentor team members, and apply analytical problem-solving to achieve strategic objectives while maintaining operational excellence and alignment with business priorities. About the team: The FinOps team serves as a strategic partner driving engineering investments, cloud optimization, governance, and financial planning across Walmart. This team leads initiatives to scale governance frameworks, enhance cost transparency, and advance AI-driven forecasting and automation. It aligns Engineering, Finance, and Product teams to deliver scalable, data-driven solutions that support efficient technology investments. The team fosters collaboration across multiple engineering portfolios, enabling growth in cloud and platform capabilities while managing complex programs with a focus on operational excellence, risk management, and stakeholder engagement.

Requirements

  • Extensive experience in program and project management, including risk and stakeholder management across complex, cross-functional initiatives.
  • Proven ability to define and execute end-to-end technology solutions with strong technical design and workflow management skills.
  • Expertise in translating product requirements into scalable system architectures and ensuring operational excellence through monitoring and incident management.
  • Strong analytical problem-solving skills with a data-driven approach to measure program success and mitigate risks.
  • Effective communication skills to align stakeholders and drive consensus in ambiguous situations.
  • Demonstrated leadership in mentoring teams and improving processes for scalable, repeatable delivery.
  • Bachelor’s degree in computer science, information technology, engineering, or related area and 6 years’ experience in engineering, engineering program management, technical program management, product management, or related area.
  • OR 8 years’ experience in engineering, engineering program management, technical program management, product management, or related area.

Nice To Haves

  • Certification in Project Management.
  • Master’s degree in Business Administration, with specialization in strategy, supply chain, finance, information systems, or related area and 4 years’ experience in product design.
  • Background in creating inclusive digital experiences, demonstrating knowledge in implementing Web Content Accessibility Guidelines (WCAG) 2.2 AA standards, assistive technologies, and integrating digital accessibility seamlessly.
  • Knowledge of accessibility best practices and joining Walmart in creating accessible products and services following Walmart’s accessibility standards and guidelines for supporting an inclusive culture.

Responsibilities

  • Lead and manage complex, large-scale technical programs with multiple interdependent projects, ensuring alignment with strategic goals and delivery timelines.
  • Define program scopes, stage gates, critical paths, and key deliverables while securing commitments from cross-functional teams.
  • Translate product requirements into technical designs, collaborating with engineering teams to ensure scalable, high-availability solutions.
  • Identify risks, develop mitigation plans, and proactively resolve issues to maintain program momentum.
  • Establish and improve scalable workflows, processes, and automation techniques to enhance program efficiency.
  • Communicate progress, risks, and dependencies clearly to stakeholders and leadership.
  • Mentor team members on best practices in program and risk management.
