The Systems Engineering and Test Capabilities (SE&TC) Surface Radars & Sensors Center is seeking a Product Owner (PO) to lead an Agile team supporting the AN/TPY-2 missile defense radar program. The AN/TPY-2 radar is a state-of-the-art missile defense system operating in the X-band, with a proven record of reliability and success in countering ballistic missile threats. This position will be on site in Woburn, MA. In this role, you will guide a cross-functional team focused on requirements analysis, mission planning, and capability development. You will also evaluate radar data, conduct system performance assessments, and manage system requirements. The ideal candidate will demonstrate strong technical and leadership skills, foster team development, and collaborate effectively with both internal stakeholders and external customers. This role also includes supporting proposal efforts for new business opportunities and ensuring alignment with the team’s financial goals and planning.

Requirements

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience.
  • Experience leading a technical effort.
  • Experience in overseeing and/or monitoring technical cost and schedule performance.
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Experience in radar systems engineering, signal processing analysis, or performance assessment within a defense or aerospace environment.
  • Proficiency in MATLAB and Python for automated scripting, data visualization, and modeling.
  • Familiarity with systems engineering tools such as IBM DOORS for managing requirements and verification matrices.
  • Strong communication skills, including technical writing, oral presentations, and interpersonal collaboration.
  • Proven ability to work with customers and lead technical teams in solving complex challenges.
  • Prior experience with the AN/TPY-2 System and/or Missile Defense programs.
  • Knowledge of mission planning activities and experience supporting hiring and staffing efforts.
  • Familiarity with Integrated Product Development System (IPDS) and CMMI-compliant Gate Reviews (e.g., SRR, PDR, CDR).
  • Experience with Agile Scrum methodologies, including leading Agile teams.
  • Demonstrated expertise in current missile defense programs, particularly with large, complex systems.
  • Ability to work in a fast paced, dynamic environment with time-critical requirements.
  • Knowledge of Earned Value Management principles and metrics.
  • Advanced degree (Master’s or PhD) in Engineering, Math, Physics, or Business.

Responsibilities

  • Manage the Agile team backlog, ensuring tasks are refined, prioritized, and translated into clear user stories with well-defined acceptance criteria.
  • Conduct regular refinement sessions, break down epics into smaller, estimable stories, and define clear sprint objectives.
  • Oversee the technical, financial, and schedule execution for your team, including milestone planning, schedule development, earned value tracking, and managing competing priorities.
  • Perform radar system performance assessments, including evaluation of threats and end-to-end system analysis.
  • Validate system performance by verifying requirements and generating scenarios for testing.
  • Develop mission plans, create radar inputs, and analyze their impact during test events and operational deployment.
  • Conduct performance gap analyses and trade studies to support system enhancements.
  • Lead the design, prototyping, software development, integration, testing, and analysis of new or enhanced radar capabilities.
  • Provide technical expertise in support of proposal efforts and managing team financial planning.
