About The Position

Raytheon has an opening for a Principal Specialist, Contracts within our Advanced Technology (AT) / Advanced Effectors & Space (AE&S) Contracts organization, which focuses on key pursuits as well as development efforts that serve as the growth engine and front end of the business, critical to the future growth of Raytheon. This role is part of a team supporting a vast and complex portfolio of classified programs and key pursuits. The successful candidate will provide strategic contracting leadership, guide complex proposal and negotiation activities, and serve as a trusted business partner to Program Leadership in a fast‑paced environment. Responsibilities include supporting major pursuits, advising stakeholders, developing Intellectual Property strategies and agreements, and shaping innovative contracting approaches. Requirements

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years’ experience
  • Experience in contracts management, program management, business management, finance and / or supply chain
  • Active and transferable U.S. government issued security clearance (Secret) is required prior to start. U.S. citizenship is required

Nice To Haves

  • Active Top-Secret clearance
  • Strong contractual acumen with knowledge of US Government Acquisition FAR and DFARS
  • Experience with OTAs, CRADAs, or other Intellectual Property agreements
  • Experience managing development contracts in a dynamic, competitive environment
  • Demonstrated responsiveness, time management, and organizational skills

Responsibilities

  • Lead RFP analysis, proposal development and reviews, negotiations, contract execution, and overall contract administration.
  • Serve as a key contributor throughout pre‑proposal planning, proposal development, negotiation, and program startup.
  • Partner with Portfolio Directors, Program Managers, Chief Engineers, Business/Estimating, and Supply Chain to ensure successful contract performance.
  • Build and maintain effective relationships with internal stakeholders and external customers.
  • Identify, mitigate, and drive resolution of contractual issues.
  • Ensure negotiated terms and conditions comply with company policies and requirements.
  • Advise senior leadership on contractual rights, obligations, risks, and mitigation strategies.
  • Interface with customers regarding correspondence, contract changes, and issue resolution.
