About The Position

The Project Engineer Technical Export Focal serves as the primary engineering point of contact for international trade-related technical activities supporting global business pursuits and program execution. This role helps develop export strategies, prepares technical content for export license submissions, and partners with Global Trade Compliance to ensure program functions comply with applicable U.S. Government laws and regulations. The position works closely with engineering, program management, business development, and Global Trade Compliance to enable compliant execution of Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) efforts.

Requirements

  • Bachelor’s Degree and a minimum of 12 years of prior relevant engineering experience.
  • Graduate Degree and a minimum of 10 years of prior related engineering experience.
  • In lieu of a degree, a minimum of 16 years of prior related engineering experience.
  • Demonstrated experience with DoW Agencies such as Secretary of the Air Force – International Affairs (SAF/IA), Tri-Services Committee (TSC), Navy International Programs Office (NIPO), Navy Maritime Patrol and Reconnaissance Aircraft (MPRA) Program Office (PMA-290).
  • Demonstrated experience developing technical inputs for export license applications and supporting documentation.
  • Demonstrated & comprehensive knowledge of job area and in-depth knowledge of program engineering (includes overseeing cost, schedule and technical content). Including management of large, complex project initiatives of substantial importance to the organization with minimal oversight or direction.
  • Demonstrated ability to communicate with internal/external stakeholders at all levels to explain and influence changes to practices, processes and approaches.
  • Demonstrated experience making quantifiable improvements in processes, systems, or products.
  • Provides input into new products/processes and implements operational plans that have measurable impact on engineering and business results.
  • Ability to obtain and maintain a U.S. Government security clearance (Top Secret with potentially needing to be able to acquire SCI).

Nice To Haves

  • Experience with and/or working knowledge of preparing a proposal, reviewing bids and supporting the proposal through submission and customer technical evaluation.
  • Experience with and working engineering leadership knowledge of aircraft systems, aircraft maintenance, aircraft modification and aircraft sustainment.
  • Experience working projects in various phases (bidding, requirements, design, manufacturing, integration and testing).

Responsibilities

  • Serves as the primary engineering interface for international trade-related technical activities supporting Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) pursuits and programs.
  • Ensures business objectives align with U.S. release policy and, when they do not, works with U.S. Government agencies and Global Trade Compliance to develop an appropriate export and releasability strategy.
  • Supports international growth while ensuring adherence to all applicable U.S. Government export regulations in partnership with the Global Trade Compliance office.
  • Develops and authors key licensing artifacts in support of export license applications, including Technical Assistance Agreements (TAAs) and DSP-5 marketing licenses, ensuring these documents accurately reflect technical scope, constraints, and risk considerations in coordination with Global Trade Compliance.
  • Partners closely with cross-functional stakeholders including Program Management, Business Development, Engineering, Operations, Security, Supply Chain, and Quality to ensure all technical data, hardware, and partner engagements comply with both regulatory and corporate requirements.
  • Proactively identifies exportability issues, assesses technical risk, and recommends compliant paths forward to support proposal development, program timelines, and international customer interactions.
  • Manages key licensing schedules and dependencies, ensuring that export approvals are obtained in time to support program deliverables.
  • Leads technical data reviews, coordinates approval cycles, and maintains meticulous oversight of licensing documentation throughout the lifecycle of each program.
  • May involve direct engagement with U.S. Government agencies and international partners, representing the company’s technical posture in matters involving controlled information.
  • Obtains and maintains a U.S. Government security clearance.
