About The Position

Omega Technical Services is seeking a highly motivated Principal Project Controls - Cost to support ongoing operations in Aiken, SC. This contract is for 6 months with the option to extend for two additional 6-month option years. Option Periods are not guaranteed and are executed at the discretion of the hiring manager. This position allows for the possibility to be hybrid with manager approval, up to two days a week telework. The role is responsible for performing as the Senior Advisor to senior SRNS/DOE/NNSA Management for the execution, development, implementation, maintenance, and accountability of total project controls, financial analysis, or estimating applications. It also involves providing leadership and advice to management to enable the capability to maintain and improve planning, scheduling, financial analysis, and cost control throughout the life cycle of a very complex or unique project or program.

Requirements

  • Candidate must be a U.S. Citizen.
  • Satisfactory results of a pre-employment screening, which includes a drug and breath alcohol test, along with a Motor Vehicle Record check.
  • Candidate must be able to obtain and maintain a DOE Security Clearance.
  • Requires expert proficiency in the use of automated accounting, cost management, scheduling and estimating systems as tools for performing required duties.
  • Possesses considerable practical experience in the use of the Site Business systems.
  • Possesses strong personal computer skills.
  • Expert-level working knowledge of Cost Accounting Standards (CAS), Federal Acquisition Regulation (FAR), and Generally Accepted Accounting Principles (GAAP).
  • Proven experience negotiating complex FAR and CAS issues with government agencies.
  • Previous experience working with Defense Contract Audit Agency (DCAA), Government Accountability Office (GAO), Office of Inspector General (OIG), or other similar government auditing entities.

  • Possession of an active DOE/DoD clearance within the past two (2) years is preferred.
  • Previous DOE/NNSA work experience.
  • 8+ years of government contractor accounting compliance experience.

Responsibilities

  • Responsible for performing as the Senior Advisor to senior SRNS/DOE/NNSA Management for the execution, development, implementation, maintenance and accountability of total project controls, financial analysis or estimating applications.
  • Responsible for providing leadership and advise to management that enables the capability to maintain and improve planning, scheduling, financial analysis and cost control throughout the life cycle of a very complex or unique project or program.
  • Responsible for providing strategic advice as it relates to performance of highly complex Project Control/Financial/Planning & Scheduling activities and/or supervising the overall effort for a project or program.
  • Provides strategic advice to management towards execution of plans.
  • Demonstrate creative ability and knowledge in the development of project baseline plans, milestone schedules, work breakdown structures and spend plans.
  • Maintains working knowledge of the functionality of Site Business systems and provides advice pertaining to potential improvements.
  • Responsible for providing technical and administrative direction, coordination, evaluation, training and coaching to a team of Project Controls/Financial Analysts/Planning & Scheduling specialists.
  • Develops and delivers training programs in Project Controls/Financial Controls/ Planning & Scheduling systems and methods.
  • Leads, prepares and presents financial/ project information in appropriate format to Senior/Executive SRNS management.
  • Conduct considerably complex analysis of issues involving numerous financial and / or technical disciplines.
  • Develop innovative alternative strategies enabling the early achievement of milestones.
  • Act as a business / financial advisor to assigned project management teams, peers, less experience project managers and SRS senior management, and external customers.
  • Perform risk analyses and provide decision authority for defining and approving corrective actions while establishing priorities.
  • Develop innovative strategies, plans, and program for new initiatives along with diagnose and resolve problems of diverse scope and multiple factors are to considered.
  • Consistently demonstrates thorough understanding and application of project controls, planning and scheduling and financial theory and practice by routinely and independently performing complex analysis that requires considerable interpretation and technical expertise including the analysis of fact, application of theory, and identification of alternatives to resolve complex financial issues.
  • Synthesizing, evaluating, and structuring of complex and often disparate Schedule, Financial, and business issues.
  • Self management and effective problem solving ability are key factors in this position.
  • The incumbent must be able to work in a well organized manner and have the ability to analyze complex facts and render decisions using a wide range of procedures.
  • Develop and recommend key strategies for SRS, DOE and external government and private organizations in support of DOE project controls, Financial Analysis and scheduling objectives.
  • Without access to supervision develop, plan and recommend appropriate business strategies, and technology to SRNS Senior Management as well as to DOE and external organizations.
  • Applies and analyzes accounting principles, practices, and procedures as they relate to Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR) and Cost Accounting Standards (CAS) to influence and provide guidance to internal and external stakeholders.
  • Assists in preparation of SRNS’s Cost Accounting Standard Board (CASB) Disclosure Statement.
  • Assists with preparation and analysis of the Incurred Cost Submission.
  • Functions at an advanced level by planning, organizing, and coordinating Government Compliance activities to meet established objectives and schedules.
  • Maintain an effective level of communication with internal and external customers such as DOE/NNSA, various Government Auditors, SRNS Management, and Internal Audit on financial matters.
  • Identifies and recommends process improvement activities.
  • Participates in working groups and/or department/cross functional organization-wide projects; project planning, defining user requirements.
  • May represent the department in external working groups.
  • General Accounting Responsibilities as determined by the CFO organization.
