About The Position

The Principal Project Control Specialist is responsible for the organization, development, implementation, and maintenance of project controls systems supporting complex projects or programs. This role provides expertise in planning, scheduling, cost control, and financial analysis across the full project lifecycle, while supporting management with reporting, forecasting, and decision-making tools.

Requirements

  • Master's degree in business, construction management, engineering, or related field with 5 years of relevant experience OR Bachelor's degree in business, construction management, engineering, or related field with 7 years of relevant experience OR Associate's degree with 11 years of relevant experience OR High school diploma with 15 years of relevant experience
  • Expert proficiency with automated accounting, cost management, scheduling, and estimating systems
  • Strong knowledge of project management and cost and schedule control practices
  • Experience supporting operations, maintenance, construction, or project startup environments
  • Experience with PeopleSoft, OAS, and COBRA required
  • Strong analytical, financial modeling, and reporting capabilities
  • Ability to obtain and maintain a DOE 'Q' clearance
  • Active DOE 'L' clearance required at time of submission
  • Subcontractor must have active eFOCI registration and approved Facility Clearance

  • Recent DOE clearance (L or Q) within the past 2 years
  • Prior experience supporting SRS or similar DOE sites

Responsibilities

  • Perform project controls activities with minimal supervision, including preparation of business and financial plans and reports
  • Develop cost and schedule baselines, milestone schedules, work breakdown structures, and spend plans
  • Analyze cost and schedule performance against baseline and communicate variances and mitigation strategies to management
  • Participate in project cost reviews and schedule meetings
  • Develop and implement change management processes for engineering and construction work scope
  • Perform financial analysis including variance analysis, statistical analysis, and scenario analysis
  • Develop costing rates, maintain rates in PeopleSoft, and analyze overhead and service pool variances
  • Prepare monthly financial reports including forecasts, analyses, and spend plans
  • Perform analysis of business operations to identify funding limitations and implement cost controls
  • Define requirements and develop models for complex business systems and financial applications
  • Support system enhancements, testing, and implementation of financial tools
  • Provide technical guidance, leadership, and training to project controls personnel
  • Serve as a key interface between project teams and business operations
  • Apply knowledge of CAS/FAR principles in project controls activities
  • Perform walkdowns as required
