Plan Hillsborough provides value-added planning services through a diverse team of professionals working towards a thriving future for Tampa, Temple Terrace, Plant City, and Hillsborough County, and provides staff to the Hillsborough County City-County Planning Commission, the Hillsborough County Transportation Planning Organization and the Hillsborough River Interlocal Planning Board. The position represents an opportunity to analyze, plan, and advance transportation improvements. This position is responsible for managing the Transportation Improvement Program (TIP), leading the integration of performance targets in the TIP and Long-Range Transportation Plan (LRTP), evaluating the performance of transportation projects, and managing transportation data sets. An ideal candidate will have a strong technical background in metropolitan transportation planning, data analysis, transportation performance management, transportation project development, safety countermeasures, and an understanding of the local/state/federal funding opportunities for implementation. Experience with Metropolitan Planning Organizations including proficiency evaluating transportation projects, TIP, and LRTP is preferred.

Requirements

  • Master’s Degree in Planning, Public Administration, Public Affairs, Anthropology, Sociology, Political Science, Economics, Geography, Engineering or a closely related field of study; and Four or more years of professional experience as a planner that includes experience as a transportation planner.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed in this job description.
  • Extensive and specialized knowledge in transportation planning principles and practices.
  • Extensive knowledge of the relationship among federal, state, and local transportation planning process and requirements.
  • Extensive knowledge of laws and regulations governing metropolitan transportation planning.
  • Extensive knowledge and application of citizen-based participation techniques.
  • Ability to manage multiple jurisdictions, complex issues, and competing priorities.
  • Ability to build and reach consensus.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to use a computer and related software.
  • Ability to plan, organize, and proofread technical documents.
  • Ability to prioritize work.
  • Ability to maintain effective working relationships in a collaborative team environment.
  • Ability to work effectively with others.
  • Skill in public speaking and making sound recommendations.

Nice To Haves

  • Experience with Metropolitan Planning Organizations including proficiency evaluating transportation projects, TIP, and LRTP is preferred.
  • American Institute of Certified Planners (AICP) designation or a job-related certification.

Responsibilities

  • Assists in developing the Transportation Improvement Program
  • Assists in developing the List of Priority Projects
  • Manages the Tampa Bay Regional Project Prioritization project
  • Prepares the Annual List of Obligated Projects
  • Manages the federally required transportation performance measure program and State of the System report
  • Works collaboratively to advance safety in transportation plans and programs
  • Serves as a subject matter expert on the federal aid transportation project delivery process and assisting partner agencies on the regulatory and funding policies as needed
  • Evaluates the performance of proposed transportation projects
  • Collects and maintains and update relevant transportation datasets
  • Develops methodologies to analyze transportation data and to interpret results to provide actionable insights for TPO staff and partner agencies
  • Prepares and delivers presentations to the TPO Board, TPO committees, and stakeholder groups; represents the Transportation Planning Organization at community and organizational meetings.
  • Performs other related duties as required.
