About The Position

The Houston-Galveston Area Council (H-GAC) is one of the largest regional planning commissions in the country, serving a diverse area of 13 counties and over 7 million people. H-GAC addresses regional issues such as transportation, senior well-being, job connection, disaster recovery, and water quality, aiming to enhance the quality of life in the region. This position involves conducting meetings with local government sponsors to discuss project development and delivery status for projects in the Transportation Improvement Program (TIP), H-GAC’s 10-Year Plan, and the Regional Transportation Plan (RTP). The role also includes identifying schedule risk items and reporting potential solutions, coordinating with local government sponsors to prioritize and expedite transportation projects, and preparing and analyzing database reports on TIP amendments, critical risks, and schedule impacts. Responsibilities extend to developing briefing materials and presentations for Committee and Council meetings to support project programming decisions and monitoring efforts. The Principal Planner/Engineer will represent the organization in presentations, schedule coordination meetings with various agencies, enter project status into databases, manage consultants for tasks like schematic preparation, detailed design, environmental clearance, utility coordination, and ROW acquisition, and prepare schematics and/or detailed designs according to federal/TxDOT standards for local governments.

Requirements

  • Experience preparing schematics and/or detailed design for Texas Department of Transportation (TxDOT) projects
  • Experience in the project development and delivery process for federally funded surface transportation, transit, bike/pedestrian and other projects
  • Experience developing schedules for project development and delivery efforts
  • Experience reviewing surface transportation projects and assessing project readiness for federally funded projects related to surface transportation, transit, and bike/pedestrian facilities
  • Experience with environmental clearance and permit coordination for infrastructure projects
  • Demonstrates strong teamwork, an “all hands-on deck” attitude and are passionate about doing whatever it takes to improve the quality of life for our citizens
  • Strong project management, communication and presentation skills are crucial for success in this role
  • Organized with the ability to multitask
  • Close attention to detail and ability to identify needs and develop potential solutions
  • Bachelor’s degree in an applicable academic discipline or related field of study
  • 5 years of experience working with local government, nonprofit programs, school, or in job-related duties

Nice To Haves

  • Professional Engineering (PE) License
  • 8 years of experience working in the project development and delivery process for federally funded surface transportation projects

Responsibilities

  • Conduct meetings with local government sponsors (and prepare summary documentation) regarding project development and delivery status for projects programmed in the Transportation Improvement Program (TIP) as well as included in H-GAC’s 10-Year Plan and the Regional Transportation Plan (RTP)
  • Identify schedule risk items for project delivery and report potential solutions to assist in project development and delivery efforts
  • Coordinate with local government sponsors to identify priority transportation projects to initiate and expedite through the project development process
  • Prepare and analyze database reports summarizing TIP amendments resulting from coordination with local government sponsors, including identification of critical risks, schedule impacts, and other factors affecting project progress and outcomes.
  • Develop briefing materials for Committee and Council meetings, including background papers and clear, compelling presentations to support project programming decisions, internal project delivery tasks, and ongoing monitoring and tracking efforts in conjunction with data analysis.
  • Represent the organization in presentations to Council, Committees, and Subcommittees, providing updates on program performance, monitoring and tracking efforts, and other project delivery initiatives of the group, as requested.
  • Schedule coordination meetings with project sponsors, the Texas Department of Transportation and other agencies
  • Enter project development and delivery status and upcoming amendments needed (per local government sponsor coordination) into project information databases
  • Manage consultants to assist local governments with schematic preparation and/or detailed design, environmental and NEPA clearance, utility coordination, ROW acquisition, and other critical tasks for transportation project delivery
  • Prepare schematics and/or detailed design per federal/TxDOT standards for multiple local governments
