Blended Finance (BF) helps advance the WBG jobs agenda and IFC’s 2030 equity and mobilization goals. The Blended Finance – New Business and Portfolio (CBFNP) division, part of the Blended Finance and Partnerships Department, manages over $12 billion in contributor funds to mobilize private capital for high-impact investments. CBFNP will help scale catalytic equity and mobilization solutions. CBFNP seeks a Principal Investment Officer whose primary responsibility will be to lead IFC’s blended finance activities for Equity, Funds and Venture Capital (CPV). The candidate will also manage select BF facilities. As a member of CBFNP’s leadership team, the role offers opportunities to work across industries and regions in a results-oriented environment. Based in Washington, D.C., the position reports to the Senior Manager of Blended Finance.

Requirements

MBA or Master’s degree or equivalent professional qualification in finance/investment strongly preferred.
At least 15 years of relevant experience in cross-border emerging-market investments with a strong track record of structuring/executing investment transactions.
Deep understanding of IFC CPV’s investment activities and practices with knowledge of current issues, challenges and opportunities in implementing BF co-investments.
High level of familiarity with application of the DFI Enhanced Blended Finance Principles to BF co-investments alongside investment on commercial terms from DFIs and other co-investors.
Experience with IFC's investment and portfolio management processes, IFC's loan, guarantee, equity investment documentation, accounting and financial statement analysis is preferred.
Strong knowledge of IFC products, operations and IFC’s loan pricing model, preferably also, its approach to blending concessional finance alongside IFC's investments for its own account and syndication partners.
Experience engaging with donors and/or managing a donor-funded facility, including fundraising and oversight of sizable portfolios.
Ability to grasp details, solve problems, identify key issues for action and manage/incorporate stakeholder interests, and explain issues clearly and confidently.
Clarity in the presentation and delivery of information, ability to manage and complete multiple projects simultaneously and to meet deadlines under pressure, with minimal supervision.
Excellent written and verbal communication skills, including the ability to synthesize complex information clearly for committees, senior management, and other internal and external stakeholders.
Recognized as a collaborative leader and team player, with excellent interpersonal skills and the ability to build strong relationships across internal and external boundaries, including with BF contributors.
Broad exposure to sectors (e.g., Financial Institutions, Real Sector, Early-Stage Equity), as well as to equity and mezzanine products, funds, and co-investments.
Ability to form independent views, communicate them clearly, and make sound judgments under pressure.
Demonstrate the ability to collaborate effectively across teams, disciplines, cultures, and institutional boundaries.
Responsibly leverage digital and AI-enabled tools to enhance productivity, learning, and decision-making.
Bring experience working in fragile, conflict-affected, and violent (FCV) contexts and are encouraged to highlight relevant experience in their application materials, where applicable.

Nice To Haves

Knowledge of, and familiarity with other sectors is a plus.
Experience with Blended Finance investments in distressed situations would be an advantage.

Responsibilities

Act as the Global Sector Lead for BF projects in CPV and the main BF relationship manager for CPV leadership and investment teams globally.
Advise BF investment officers working on CPV projects and provide quality control for CPV Blended Finance Committee (BFC) notes submitted to the BF Senior Manager for review.
Structure BF co-investments across products, with an emphasis on equity, and collaborate with Syndications and other mobilization teams where BF can support mobilization partners.
Originate BF opportunities in strategic, high-risk sectors and priority markets, including FCV and reconstruction contexts such as Ukraine and the Middle East.
Participate in relevant industry, regional, and equity pipeline meetings and identify opportunities to deploy BF through existing and new facilities.
Ensure clear, unbiased presentation of each BF co-investment’s financial and impact rationale to the BFC.
Attend appraisals and review meetings as needed, particularly where BF and IFC interests differ, and process BF co-investments in parallel from PDS-Concept through Commitment.
Coordinate contributor reporting on financial and impact results, monitor early warnings signs of cascading-risk, especially for BF de-risking tranches, with project supervision teams, and process BF disbursements, waivers, and amendments.
Support and contribute to donor fundraising and replenishment discussions with project insights, lessons learned, and impact stories for donors and internal and external stakeholders.
Serve as Program Manager for select BF Facilities, including facilities supported by the European Commission and other existing and potential BF donors.
Manage the relevant BF team, composed of investment, operations and communications officers and the budget for the program.
Manage relationships with donors, including presenting to and following up with potential donors to secure future investment and advisory funding for the relevant BF Facility.
Manage all aspects of BF Facility governance and reporting in close coordination with relevant IFC stakeholders.
Serve as Trust Fund Manager for the investment funds under management.
Lead knowledge-management activities, including developing and disseminating, internally and externally as appropriate, case studies and lessons on the design, operationalization, structuring, and use of concessional finance.
Work closely with the BF Portfolio Lead on the preparation and presentation of periodic reports to IFC Management, the IFC Board, and BF contributors.
Ensure that reporting, monitoring and evaluation activities are conducted as per donor expectations.
Serve as an active member of the Blended Finance leadership team and contribute to the overall management and success of the team including mentoring junior colleagues and representing IFC at internal and external events showcasing BF.
