About The Position

Northrop Grumman Defense Systems is seeking a Principal Industrial Engineer for a position located in Roy, Utah. The role partners with Industrial Engineering, Manufacturing Engineering, Operations, Quality, Global Supply Chain, Program Management, Business Management, and Pricing & Estimating to develop credible, executable production proposals. It combines estimating rigor with analytics, using historical actuals, staffing, capacity, and shop-floor performance data to improve bases of estimate (BOEs) and production planning. The role develops BOEs and related labor and material estimates, staffing plans, capacity assessments, build-rate models, and schedule-aligned manufacturing assumptions for SDS proposals and program changes. It translates statements of work, manufacturing concepts, work breakdown structure elements, and schedule requirements into time-phased proposal inputs and executable production plans. The engineer analyzes historical actuals and operational data, supports proposal reviews and negotiations, and helps improve reusable estimating tools, standards, documentation, and databases. This is a full-time role with a standard 9/80 work schedule: nine-hour days Monday through Thursday, with every other Friday off. Relocation assistance may be available. Travel is required 10% of the time. A DoD Interim Top Secret clearance is required to start; the position also requires U.S. citizenship and an active Secret clearance, with the ability to obtain and maintain a U.S. Government DoD Top Secret clearance.

Requirements

  • Bachelor's degree in Industrial Engineering, Manufacturing Engineering, Industrial Technology, Operations Research, Data Analytics, or Systems Engineering.
  • For Principal Engineer (T03): 5 years of experience with a bachelor's degree, 3 years with a master's degree, or 1 year with a Ph.D.
  • Experience in industrial engineering, manufacturing operations, production planning, or proposal estimating in aerospace, defense, or complex manufacturing.
  • Experience developing bases of estimate, labor estimates, staffing plans, capacity models, or proposal inputs.
  • Strong Excel modeling, presentation, and written communication skills.
  • Working knowledge of manufacturing flow, production scheduling, capacity, and how shop-floor execution interfaces with supply chain and quality.
  • DoD Interim Top Secret security clearance required at start.
  • U.S. citizenship and an active Secret clearance, with the ability to obtain and maintain a U.S. Government DoD Top Secret security clearance.

Nice To Haves

  • Experience with basis of estimate writing, major proposal support, fact-finding, negotiations, or audit-compliant estimating.
  • Experience with touch labor projections, improvement curves, cost estimating relationship development, risk assessment, fixed-variable analysis, or discrete statement-of-work task estimating.
  • Experience using Microsoft Power BI, Tableau, SQL, Python, SAP, Cobra, Workday, or manufacturing execution systems (MES).
  • Ability to read blueprints or schematics and work across mechanical or electrical production environments.

Responsibilities

  • Develop BOEs, labor and material estimates, staffing plans, capacity assessments, build-rate models, and schedule-aligned manufacturing assumptions for SDS proposals and program changes.
  • Apply bottom-up, parametric, analogous, and actuals-based estimating methods, including improvement curves, trend analysis, cost estimating relationships, confidence factors, and discrete task assessments.
  • Translate statements of work, manufacturing concepts, WBS elements, and schedule requirements into time-phased proposal inputs and executable production plans.
  • Use Excel and data tools to analyze historical actuals, touch labor, repair and rework, charging, and staffing data to support estimate quality, logic checks, and auditability.
  • Support proposal reviews, fact-finding, management reviews, and negotiations with clear rationale, assumptions, and traceable source data.
  • Help improve reusable estimating tools, standards, documentation, and estimating databases for future SDS work.
