About The Position
Responsible for end-to-end requirements elaboration and functional system design for complex, enterprise-wide business demands addressed through technology and/or business processes that affect multiple business units, lines of business, processes, or project portfolios. The role identifies underlying business needs, facilitates work sessions, documents and prioritizes requirements and specifications, and manages scope as input to functional, architectural, and technical design. It helps ensure the quality, cost effectiveness, and timeliness of business services and regulatory requirements through integrated enterprise solutions. The analyst works with business clients and cross-domain technology partners to translate enterprise requirements into technical solutions through functional design. This role serves as an expert advisor in systems analysis and process design, helping shape, validate, and maintain complex solutions across their lifecycle. It coordinates teams, manages impacts and risks across systems and audiences, supports phased implementation and portfolio goals, and mentors less experienced staff.
Requirements
- Bachelor's degree or advanced degree, where required; alternatively, 10+ years of experience in a related field in lieu of a degree.
- 8+ years of experience in a related field.
- Trizetto Facets enrollment, billing, and/or claims experience.
- Strong knowledge of payer systems and enrollment functions, processing, and automation.
Nice To Haves
- Proven experience migrating enrollment platforms and supporting end-to-end deployment activities.
- EDI 834 experience is preferred but not required.
Responsibilities
- Facilitate and influence the design, construction, deployment, and ongoing maintenance of complex technical solutions, balancing return on investment with design documents, gap analysis, business rules, data mapping, risk assessment, traceability, financial constraints, and timelines.
- Elaborate business requirements, rules, and data elements into complex, enterprise-oriented functional designs; analyze business requirements and processes and translate them into system function points.
- Conduct systems analysis to validate designs, and perform or facilitate reverse engineering of code when required.
- Create functional designs that meet systems analysis standards and align with the Enterprise Business Process Architecture.
- Prioritize requirements using negotiation, release and phase management, and systems analysis techniques and tools.
- Document functional designs and maintain end-to-end traceability through appropriate artifacts.
- Determine and manage enterprise-wide upstream and downstream system impacts of proposed changes and enhancements.
- Maintain and apply detailed system, application, and component analysis and design knowledge for broad-based, complex solutions, including knowledge of processes, technologies, and people components.
- Serve as a trusted expert advisor or subject matter expert for systems analysis and process design services.
- Advise business partners on the applicability and usability of alternative technologies to address business requirements, problems, or issues.
- Review documents and models produced by Business Analysts, Architects, and Developers to ensure end-to-end product quality.
- Support program and portfolio goals by assessing business solutions and decomposing projects into production releases that meet business-owner needs.
- Recognize and manage technical synergies and conflicts across concurrent project activities.
- Participate in developing and supporting scope and implementation strategies, including planning incremental or iterative design, construction, and implementation phases.
- Translate impacts, risks, and gaps for technical and non-technical audiences to support holistic understanding of business and user requirements.
- Coordinate teams to define, analyze, and develop enterprise solutions.
- Lead and mentor less experienced staff to support the maturation of the practice.
