About The Position

This position serves as a principal engineering and technical expert within PSE’s Energy Supply Merchant organization, providing technical leadership and subject matter expertise for merchant transmission portfolio management, transmission service strategy, asset integration, resource delivery, and regional transmission matters. The Principal Engineer leads complex technical, tariff, commercial, and operational analyses to support reliable and cost-effective delivery of PSE’s generation resources, power purchase agreements, tolling agreements, capacity agreements, and other portfolio resources. This role provides advanced technical direction, mentors engineers and analysts, and supports leadership decision-making on matters affecting PSE’s merchant transmission portfolio and resource delivery strategy. Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety. Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations. Requirements

  • Bachelor of Science degree or PE license in electrical, mechanical, civil, or other appropriate engineering field. A PE license may qualify in lieu of a degree.
  • Extensive experience in planning, design, specification preparation, maintenance, project cost estimating and scheduling (typically achieved after ten (10) or more years practice as a degreed engineer). Years of acquired experience is provided as a guide and alone does not constitute readiness for job level as individual’s skill acquisition rates can vary significantly.
  • Advanced technical and scientific expertise.

  • Strong interpersonal and communication skills.
  • Ability to work effectively and collaborate with a wide range of internal and external customers.

  • Experience representing utility or energy organization in external stakeholder processes, transmission provider discussions, negotiations, or regional transmission forums.

Responsibilities

  • Serves as a principal technical expert for PSE’s merchant transmission portfolio, including transmission rights management, transmission service strategy, contract administration, portfolio optimization, transmission procurement, resource delivery, and asset integration.
  • Leads the development and implementation of transmission strategies that support reliable and cost-effective delivery of generation resources, PPAs, tolling agreements, capacity agreements, and other portfolio resources.
  • Provides senior-level expertise on FERC Open Access Transmission Tariffs, BPA transmission processes, transmission provider business practices, interconnection processes, LGIP/LGIA requirements, affected system coordination, and commercial transmission rules.
  • Leads complex analysis of transmission availability, deliverability, congestion exposure, curtailment risk, outage impacts, contract rights, service options, transmission constraints, and regional transmission changes to support strategic portfolio decisions.
  • Provides technical expertise for transmission service requests, interconnection requests, renewals, redirects, modifications, interconnection-related coordination, and other transmission provider processes, from strategy through implementation.
  • Leads merchant transmission and asset integration support for generation resources, PPAs, tolling agreements, battery storage resources, co-located resources, and other contracted or owned resources.
  • Advises Merchant leadership and cross-functional teams on interconnection and transmission-related risks, costs, opportunities, implementation requirements, and delivery assumptions associated with resource and portfolio decisions.
  • Represents Merchant Transmission in complex internal and external discussions with transmission providers, regional entities, counterparties and consultants.
  • Monitors, assesses, and communicates the business and operational implications of regional transmission, tariff, policy and organized market developments, including impacts to transmission access, portfolio deliverability, costs, congestion, curtailment or merchant transmission strategy.
  • Leads development of analytical frameworks, datasets, tools, reports, and documentation to support merchant transmission strategy, portfolio tracking, scenario analysis, procurement decisions, asset integration, operational readiness, and leadership reporting.
  • Coordinates and reviews the work of engineers, analysts and others who assist in specific assignments (including contractors/consultants).
  • Performs other duties as assigned.
