Requirements

  • Graduation from an accredited college or university with a bachelor of science degree in civil engineering and four (4) years’ practical experience in related civil engineering work including work associated with the management and supervision of construction project work; or any such combination of education, experience, and training as may be acceptable to the hiring authority.
  • Must be registered, or have the ability to obtain registration within six (6) months of hire, as a professional engineer or architect in the state of South Dakota and/or registered land surveyor in the state of South Dakota.
  • Possession of a valid driver’s license is desirable.

  • Thorough knowledge of local, state, and federal regulations and City codes and ordinances and the ability to apply that knowledge in specialized areas.
  • Knowledge of computer systems and software applications.
  • Knowledge of traffic flow theory, highway capacity analysis, accident reduction, vehicle delay reduction, engineering economy, problems with traffic control, statistics, and graphic principles.
  • Ability to supervise employees and manage projects.
  • Ability to design and prepare plans, write specifications, and determine cost estimates.
  • Ability to establish effective working relationships with City staff and officials, consultants, property owners, attorneys, governmental representatives, and utility company representatives.
  • Ability to communicate effectively, both orally and in writing.

Responsibilities

  • Plan, develop, and recommend new transportation and utility engineering projects and prepare project estimates and priorities for the City Capital Improvements Program (CIP).
  • Coordinate activities concerned with technical aspects of the bidding process, bid scheduling, and resolution of engineering design and construction-related problems in area of technical responsibility. Monitor and review the activities of consulting engineers and architects in the design administration of CIP projects.
  • Assign, supervise, and provide technical assistance to project staff for specific phases or aspects of the project such as technical studies, design, preparation of specifications, and technical plans.
  • Supervise employees and make recommendations relative to hiring, layoff or suspension, disciplinary actions, promotions, the adjustment of grievances, and employee performance appraisals.
  • Review plan design, specifications, plats, and permits for compliance with engineering principles, City standards, customer contract requirements, and related specifications.
  • Monitor and control expenditures within limitations of project budgets. Prepare reports and project documents.
  • Provide technical data for scope of services and evaluate and approve design and specification changes on A/E contracts.
  • Prepare reports and maintain project diary. Author special grant applications, calculate costs, author justification, and coordinate with other applicable agencies or departments; i.e., utilities, Department of Environmental Protection, etc. Investigate and analyze traffic problems and recommend corrective action.
  • Coordinate, conduct, and assign staff in the analysis and review of design standards, standard specifications, and technical data for construction inspection standards.
  • Evaluate utility system or facility problems and prepare reports and work orders as necessary to address problems.
  • Direct and conduct land surveys and plats for acquisition and transfer of City land; sign and seal plats in accordance with state law. Provide legal licensed land surveyor services for the City.
  • Investigate, review, and recommend solutions to problems and issues. May conduct or participate in public hearings and meetings on transportation/utility/miscellaneous projects to inform and/or take input from citizens and organizations. Present department position and answer questions relating to projects for citizens, organizations, and the news media.
  • Establish truck routes and weight limits for city streets. Issue permits for overweight/oversize loads.
  • Perform other such duties and functions as are necessary or incidental to the proper performance of this position.
