About The Position

Five Rivers Analytics (FRA) is seeking a Principal Business Architect to provide remote IT services supporting the Headquarters Department of the Army (HQDA), Office of the Deputy Chief of Staff, G4 (ODCS, G4), Enterprise Architecture (EA). This role involves specialized design and compliance support for installation and logistics management capabilities modeling. FRA, a proven 8(a) small business, will assist the program office in executing design and analysis services for various ODCS, G-4 Enterprise Architecture initiatives. The position requires the development of technical and business analysis products, drafting narratives for transformation initiatives, rendering technical illustrations, technical modeling, data modeling and analysis, and compliance support. The architect will develop recommendations for architecture enhancement, modernization, cloud migration, and DevSecOps implementation, providing analytical reports on expected benefits and clear, well-documented deliverables. The role also includes assisting the government in complying with Federal, DoD, and Army guidance, methodologies, initiatives, and models.

Requirements

  • Bachelor's degree in Business Process Management, Operations Management, Information Systems, or a related field.
  • Holds or is able to obtain and maintain a Public Trust or higher clearance.
  • Minimum ten (10) years of experience in business enterprise architecture.
  • Proven experience in process and portfolio analysis and optimization within government agency(ies).
  • Familiarity with government-specific business process modeling tools (e.g., BPMN).
  • Strong problem-solving and change management skills, tailored for government processes.
  • Ability to provide Ad hoc On-Site support as required by the government as needed for projects, meetings, and other special requirements.
  • This remote position requires that you live within the National Capital Region and within commuting distance of Arlington, VA.

Responsibilities

  • Provide staff expertise and resources to utilize techniques, tools, and standards to generate coherent and integrated design views of the Installation Management and Logistics business operations.
  • Conceptualize, design, and maintain existing models for specified initiatives within the program office.
  • Ability to translate customer needs into specific, well-written process specifications, to which systems and subsystems can be architected and designed.
  • Prepare architecture and design models for solutions and components within installation management and logistics business capabilities. Design shall be developed in a combination of the OMG SysML 1.3, BPMN 2.0, and UML 2.3 standards.
  • Provide staff expertise and resources knowledgeable about installation management and logistics business operations and skilled in the DoD Business Enterprise Architecture: Compliance Guidance, compliance assertions and tools, to support annual statutory compliance requirements for all systems within the Installation Management and Logistics portfolios.
  • Perform an annual assessment on each system’s capabilities and prepare assertions for related Business Rules, Laws, Regulations and Policies (LRPs), Information Exchanges, and Operational Activities in the Army Architecture Assessment Tool (AAT), Army EKR, and Army Portfolio Management Solution (APMS) repositories.
  • Document gaps in operational activities identified as part of the compliance scoping process. Gaps shall be prepared as Change Packages for submission to the Army EKR configuration control board (CCB) with other business mission area (BMA) domains.
  • Provide timely review and complete Change Packages received from other BMA domains.
  • Document Business Process Re-engineering (BPR) compliance plans for business systems in the Army’s installations, energy, and environment or logistics domain. Compliance Plans shall be prepared in accordance with the format and content requirements specified in the Army Office of Chief Information Officer (OCIO) guidance.
  • Provide input into the contractor Monthly Status Report (MSR).
  • Ad hoc On-Site support may be required by the government as needed for projects, meetings, and other special requirements.
