About The Position

Oracle Government Defense & Intelligence is seeking a Principal Application Software Engineer to design, build, and operate secure application services for sovereign and government cloud environments. This senior technical contributor leads complex design and implementation work, guides engineers, improves application development practices, and resolves complex production and integration issues across distributed systems. Oracle Sovereign Cloud builds and operates secure cloud capabilities for mission-critical government workloads. Engineers build resilient services, automation, and integrations that support cloud operations in highly secure environments.

Requirements

U.S. citizenship and an active U.S. Government TS/SCI with Poly security clearance at hire.
At least 11 years of software development experience; or a bachelor's degree in a relevant technical field and 7 years of software development experience; or a master's degree in a relevant technical field and 5 years of software development experience; or a doctorate in a relevant technical field and 3 years of software development experience.
At least 6 years of experience with programming and/or scripting languages.
At least 4 years of experience with databases.
Experience designing, building, testing, and operating distributed application services.
Demonstrated experience with code review, automation, quality assurance, secure development practices, and technical mentorship.

Nice To Haves

11 years of software development experience or equivalent advanced degree plus experience.
At least 3 years of experience with cloud platforms such as Oracle Cloud Infrastructure, AWS, Azure, or Google Cloud.
At least 1 year of experience working with operating budgets and/or project financials.
Experience with RESTful APIs, microservices, service-oriented architecture, CI/CD, containers, Kubernetes, Linux, observability, and incident response.
Experience delivering software in regulated, classified, sovereign, or air-gapped environments.

Responsibilities

Drive feature development within an application.
Provide global production support for cloud-based applications as needed for critical issues, applying working knowledge of at least one specialty area.
Troubleshoot and debug routine and non-routine Oracle application services, Oracle Cloud infrastructure, end-user application integrations, or acquisitions.
Partner with QA and engineering teams on changes affecting application functionality and ensure quality and consistency across applications.
Consider existing software architecture when developing application code.
Translate requirements and features into structured, scalable, maintainable, and performant code plans.
Contribute to establishing dependencies, such as APIs, associated with application functionality.
Discuss application requirements with customers, consider scalability and reliability, and recommend and define team build priorities.
Use feedback sources such as online forums and live-site maintenance reports to refine application requirements.
Collaborate with designers, product managers, software engineers, and stakeholders to evaluate and integrate customer specifications and business requirements.
Design software solutions and analyze requirements to achieve business and operational goals, sharing results with the manager upon completion.
Adhere to and improve all phases of the software development lifecycle, providing guidance and coaching to engineers.
Develop and guide software features and enhancements, lead design specifications, ensure accessibility, and document software design and code.
Lead code reviews in multiple areas to drive improvements.
Debug and troubleshoot complex software issues and develop fixes.
Implement comprehensive functional and non-functional testing, quality assurance, error logging, monitoring, and observability for effective debugging.
Profile and optimize performance, build scalable solutions, and anticipate and resolve potential outcomes.
Troubleshoot complex API functionality and integration issues and implement API versioning, lifecycle, and interoperability strategies.
Implement and contribute to software, systems, and services; recommend project or design scope and obtain review from managers or senior technical leaders.
Provide technical guidance and coaching to less experienced developers on existing software architecture.
Contribute to periodic reviews and ensure adherence to architectural standards.
Collaborate with stakeholders and external networks to align work with software architecture.
Implement complex performance optimization and scalability strategies in software design.
Conduct occasional technology research and evaluation for potential architectural changes affecting team results.
Collaborate with stakeholders to understand customer issues and align solutions.
Provide advanced technical guidance and support to customers regarding reported issues when needed.
Advocate for customer interests and suggest product enhancements based on feedback.
Support customer satisfaction through timely issue resolution and effective communication.

Investigate and troubleshoot complex, broad-reaching maintenance issues and secure customer agreement on short- and long-term solutions.

Participate in peer reviews, provide technical leadership, and ensure code quality and adherence to acceptance criteria.
Share and apply industry best practices in software development processes.
Implement complex secure coding practices to prevent security vulnerabilities.
Perform periodic system maintenance and testing for upgrades or patches, including those addressing critical vulnerabilities, and share results with the manager.
Drive improvements and ensure system automation, testing, and debugging to support service availability, health, support, and reliability.
Coordinate moderately complex tasks, monitor timelines and deliverables, and ensure timely completion and adherence to requirements for moderately sized projects or initiatives.
Delegate, monitor, and prioritize work across projects, provide technical oversight, and adjust plans to changing resources or timelines.
Collaborate across the organization to align expectations and achieve shared objectives; ensure proposed solutions meet stakeholder and customer needs and support inclusivity by listening to diverse perspectives.
