About The Position

This individual will participate in air permitting and compliance projects and business developments efforts throughout the Pacific Region. The scope of work on these projects will range from air permitting to broader and integrated sets of services, including planning and environmental permitting. This role involves serving as a technical lead in California and the Pacific Region for air quality project support driven by the Clean Air Act, as well as state and local regulations. Responsibilities include developing comprehensive permitting and compliance plans, delivering air quality permits and impact assessments, preparing emission estimates and compliance reports, evaluating air pollution control technologies, conducting dispersion modeling and regulatory reviews, and participating in environmental compliance audits. The role also involves supporting proposal development, executing project performance and budget monitoring, serving as an interface between client and consulting teams, hiring and supervising staff, and leading client business development activities. A chargeable hours goal of 50% is expected within 6 months.

Requirements

  • Bachelor's degree in Environmental or Chemical Engineering or closely related science discipline
  • Proven project management skills
  • Minimum of 20 years experience delivering air permitting and compliance support from studies and design phase up to construction and operations in one or more key markets including Oil and Gas (midstream and downstream - refining), Power (generation and transmission/distribution), or Chemical Manufacturing.
  • Must possess in-depth knowledge of air quality regulations, Title V permitting, NSR, PSD and synthetic minor air permitting, emissions reporting, and federal/state/local air emissions standards.
  • Experienced in working with Air Quality Management Districts in California.
  • In depth knowledge and experience with CEQA.
  • Adept at relationship building, team building and conflict resolution
  • Strong interpersonal, presentation and writing skills
  • Willing to travel up to 20% to meet project and business development needs in the Pacific Region
  • Must pass drug test, background check and must have satisfactory driving record in accordance with the Company’s driving (MVR) policy.

Responsibilities

  • Serve as Project Director, Senior Project Manager, Principal in Charge, or Senior Technical Advisor on large air permitting and compliance projects across Sectors.
  • Serve as technical lead in California and the Pacific Region for air quality project support driven by the Clean Air Act, as well as state and local regulations, including evolving regulations and reporting programs related to emissions quantification and studies, carbon and climate change programs, environmental impact assessments, regulatory analysis and permitting, and compliance solutions.
  • Develop comprehensive permitting and compliance plans for projects – both construction phase and operational phase- utilizing a strategic approach that is cost-effective and efficient.
  • Deliver air quality permits (such as NSR, PSD, Title V, GHG, EPCRA and state-level pre-construction and operating permits), and air quality impact assessments involving dispersion modeling and health risk assessment. This will include preparation of permitting documents, agency engagement and compliance guidance.
  • Prepare emission estimates based on site-specific information using approved state and federal calculation methodologies and engineering/scientific principles.
  • Prepare annual compliance reports (e.g., emission inventories, Tier II, Toxics Release Inventory, greenhouse gas, NESHAP, MACT, MECT, etc.).
  • Assist in evaluation of air pollution control technologies, including economic and technical feasibility of air pollution control equipment.
  • Conduct screening level and refined level air dispersion modeling projects.
  • Conduct federal and state air quality regulatory reviews and compliance strategy development.
  • Participate in environmental compliance audits, as appropriate.
  • Support proposal development with estimates for efforts required to deliver air quality compliance support for projects.
  • Execute project performance and budget monitoring & reporting (internally and externally).
  • Serve as an effective interface between client's project team and consulting team, conveying technical, schedule and financial information in a timely and professional manner.
  • Hire and supervise additional air quality permitting/compliance staff as practice develops.
  • Lead client business development activities in a doer / seller format, including client development, SOW and proposal preparation and client-centric presentations.
  • Perform focused business development with key clients as a Client Account team member, working with Client Account Managers and client teams.
  • Serve as RE Client Account Manager for selected key clients (to be identified).
  • Achieve or exceed a chargeable hours goal of 50% (within 6 Months ).
