About The Position

The Principal Advisor to the Intelligence Community Chief Information Officer (IC CIO) serves as a senior advisor supporting executive decision-making, strategic planning, and enterprise coordination across the Intelligence Community. The Principal Advisor is entrusted with the authority, access, and responsibility necessary to synchronize priorities, facilitate stakeholder alignment, and ensure the successful execution of IC CIO-directed initiatives and deliverables.

Requirements

  • Experience serving as a senior advisor to executive leadership on enterprise IT strategy, governance, and modernization initiatives.
  • Experience translating mission priorities into actionable IT roadmaps, investment plans, and measurable outcomes.
  • Experience supporting IC, DoD, or Federal IT governance, policy, and compliance processes, including capital planning, risk management, and ATO/reciprocity concepts.
  • Active security clearance required TS/Poly (level determined by contract requirements).

  • Experience leading cross-functional stakeholder engagement efforts, briefing senior executives, and aligning organizations toward common objectives.
  • Experience developing decision-quality materials, including strategic papers, options analyses, executive briefings, and executive action tracking.
  • Experience overseeing or guiding portfolio and program performance, resource planning, acquisition and procurement strategy, vendor management, and enterprise licensing concepts.

Responsibilities

  • Serve as a senior trusted advisor to the IC CIO and senior leadership on enterprise IT strategy, governance, modernization initiatives, risk management, and operational priorities impacting mission delivery.
  • Provide strategic recommendations and analysis to support executive decision-making and organizational objectives.
  • Translate IC CIO guidance and mission priorities into actionable plans, implementation roadmaps, and measurable outcomes.
  • Establish milestones and success measures to track progress against strategic objectives.
  • Monitor execution and provide recommendations to ensure alignment with IC CIO priorities.
  • Coordinate with internal and external stakeholders, including mission owners, business functions, security organizations, acquisition teams, and partner organizations.
  • Align requirements, facilitate collaboration, resolve issues, and promote integrated outcomes across stakeholder groups.
  • Develop, prepare, and staff executive-level decision packages, briefings, recommendations, and supporting materials.
  • Manage action items, decisions, and follow-up activities resulting from governance bodies, leadership forums, and executive meetings through completion.
  • Monitor initiative and program performance across cost, schedule, and scope.
  • Identify risks, issues, and dependencies that may impact execution.
  • Recommend mitigation strategies and support corrective actions to maintain progress toward objectives.
  • Support resource planning, investment prioritization, and strategic decision-making.
  • Advise on acquisition approaches, vendor engagement activities, and opportunities for enterprise efficiencies, including procurement and licensing initiatives.
  • Ensure timely and accurate communication of IC CIO priorities, decisions, and expectations.
  • Coordinate inputs for reports, audits, executive updates, and other senior-level communications as required.
