About The Position

The Houston-Galveston Area Council (H-GAC) is seeking a Principal Accounting and Finance Coordinator to join their team. H-GAC is one of the largest regional planning commissions in the country, serving a diverse area of 13 counties and over 7 million people. Requirements

  • Strong knowledge of financial reporting, budgeting, and financial analysis.
  • Experience administering or monitoring federal, state, or local grants, preferably transportation-related funding.
  • Excellent organizational skills and demonstrated ability to manage multiple deadlines, priorities, and funding requirements.
  • Strong written and verbal communication skills, including the ability to explain financial information to non-financial staff.
  • High level of accuracy, attention to detail, integrity, and discretion when handling financial information.
  • Ability to interpret regulations, policies, contracts, grant agreements, and financial documentation.
  • Ability to work effectively with local governments, transportation agencies, consultants, auditors, and other MPO stakeholders.
  • Bachelor’s degree in applicable academic discipline or related field of study.
  • 3 years of experience working with local government, nonprofit programs, school or in job related duties.

Nice To Haves

  • Knowledge of federal grant requirements and familiarity with FHWA, FTA, OMB Uniform Guidance (2 CFR Part 200), and applicable state requirements preferred.
  • Experience supervising staff, coordinating financial projects, or serving as a lead financial resource is desirable.

Responsibilities

  • Assist with preparation, monitoring, and maintenance of the MPO’s annual operating budget and transportation program budgets.
  • Monitor federal, state, and local transportation funding, expenditures, reimbursements, and grant activity.
  • Coordinate financial reporting and compliance requirements associated with FHWA, FTA, state transportation agencies, and other funding sources.
  • Review expenditures and supporting documentation for compliance with applicable policies, grant requirements, and federal regulations.
  • Process and monitor invoices, and consultant payments.
  • Assist with year-end closing activities, annual financial statements, and external audits.
  • Maintain accurate financial and accounting records in accordance with applicable governmental accounting standards and MPO policies.
  • Develop and maintain financial spreadsheets, databases, and reporting tools to support management decision-making.
  • Coordinate with program staff, member agencies, governmental partners, vendors, and auditors to resolve accounting and financial issues.
  • Assist with internal controls, financial policies, procedures, and process improvements.
  • Provide financial analysis and recommendations regarding funding, expenditures, contracts, and program activities.
  • May coordinate or provide guidance to accounting and administrative staff and serve as a resource on financial procedures and compliance.
