About The Position

This role administers compliance with the City Ordinance according to the City of Memphis Prevailing Wage Policy to ensure fair and equitable wages are paid to employees of city contractors according to labor classification and skills set. The position oversees city-wide policies and procedures regarding prevailing wages as set forth by the Department of Labor for the State of Tennessee. The Prevailing Wage Project Manager reviews and monitors all CIP with contracts awarded over $500,000, audits certified payrolls for payment accuracy and compliance, and investigates and mediates pay rate disputes. The role also receives employee complaints, conducts site inspections, coordinates training sessions, suggests policy modifications, schedules Prevailing Wage Commission meetings, and provides information for the Prevailing Wage website.

Requirements

  • Bachelor’s degree in Business Administration, Construction, Architecture, Engineering, Accounting, or related field.
  • Six (6) years professional experience in project management, policy compliance and monitoring public improvement contracts; or any combination of experience and training which enables one to perform the essential job functions.
  • Must have experience with the Bureau of Labor and Industries (BOLI) / Davis-Bacon federal regulations.
  • Must possess valid Tennessee driver’s license.
  • Ability to operate general office equipment such as a personal computer and telephone.
  • Ability to communicate clearly both verbally and in writing.

Responsibilities

  • Administers compliance with the City Ordinance according to the City of Memphis Prevailing Wage Policy.
  • Ensures fair and equitable wages are paid to employees of city contractors according to labor classification and skills set.
  • Oversees city-wide policies and procedures regarding prevailing wages as set forth by the Department of Labor for the State of Tennessee.
  • Reviews and monitors all CIP with contracts awarded over $500,000.
  • Audits certified payrolls for payment accuracy and compliance submitted by CIP contractors.
  • Investigates and mediates pay rate disputes between contractors or subcontractors and employees on City of Memphis Prevailing Wage projects.
  • Receives employee official labor complaints and questions and forwards necessary correspondence to the appropriate parties.
  • Visits and inspects project job sites and buildings for policy compliance and conducts random employee interviews.
  • Coordinates and conducts training sessions to provide Prevailing Wage information to the public, contractors, and subcontractors.
  • Suggests additional or new policy modifications and amendments to City’s current Prevailing Wage policy as needed.
  • Schedules and coordinates all Prevailing Wage Commission meetings.
  • Provides information to update and maintain the City of Memphis Prevailing Wage website.
  • Performs additional functions (essential or otherwise) which may be assigned.
