About The Position

The Pretreatment Technician position is responsible for assisting the Wastewater Pretreatment Specialist in activities such as monitoring, evaluating and enforcing all aspects of the City’s Industrial Pretreatment Program and Fats, Oils, and Grease (FOG) Control Program. The employee in this position will be required to be able to respond to emergencies as needed throughout the Department of Public Works (DPW).

Requirements

High school diploma or a General Education Degree (GED).
Vehicle Operator’s license with satisfactory driving record that meets insurability standards of the City’s insurance carrier is required.
DOT Medical Examiner’s Certificate.
Temporary Wastewater Class 5A Certificate or ability to obtain within 45 days of hire.
Knowledge and understanding to interpret, apply and enforce all Federal, State and local pretreatment regulations.
Knowledge of City codes, ordinances, policies and regulations along with strong and effective verbal / written communication and interpersonal skills.
Knowledge of safety standards and practices for hazardous environments, including OSHA safety rules, standards and regulations.
Ability to communicate effectively in English and apply common sense understanding to carry out instruction furnished in oral, written or diagram form.
Ability to express ideas clearly and concisely, orally and in writing to groups as well as to individuals.
Background knowledge or experience in wastewater treatment plants, industrial pretreatment, and laboratory procedures.
Working knowledge or possess the ability to perform testing for parameters such as pH, Biochemical Oxygen Demand, Total Suspended Solids, Total Kjeldahl Nitrogen, Total Phosphorus, and Oil and Grease.
Knowledge of computers and their applications, especially Microsoft Office Suite at an intermediate level and SCADA applications such as Citect and PLC’s.
Performs manual work and other duties required in DPW operations.
Employee is required to wear safety toe boots, and will be required to successfully complete safety training that will include but not be limited to confined space training, CPR & First Aid, electrical safety, etc.
Six (6) months of experience at compliance inspections related to industrial pretreatment. A combination of relevant education, experience, and/or training may be substituted to meet this requirement.
Demonstrated proficiency in all duties of a Pretreatment Technician I
Self-motivated, capable of taking initiative.
General knowledge of mathematics.
Ability to change to frequent changes in workload.
Two (2) years of experience at compliance inspections related to industrial pretreatment. A combination of relevant education, experience, and/or training may be substituted to meet this requirement.
Demonstrated proficiency in all abilities of a Pretreatment Technician I and II
Knowledge of Federal and State regulations and materials, methods, processes and techniques commonly used in Domestic, Commercial and Industrial Wastewater Treatment.
Performs inspections, sampling and monitoring of non-industrial, Industrial and Commercial businesses; ensuring sampling adheres to proper collection, preservation, and identification procedures.
Interpret laboratory test results and industrial waste surveys.
Three (3) years of experience at compliance inspections related to industrial pretreatment. A combination of relevant education, experience, and/or training may be substituted to meet this requirement.
Demonstrated proficiency in all duties of a Pretreatment Technician I, II, and III.
Advanced knowledge of computers and their applications, especially Microsoft Office Suite at an intermediate level and SCADA applications such as Citect and PLC’s.
Strong proofreading and editing skills.
Verification of employment eligibility and a criminal background check will be conducted.
Ability to obtain licenses/certifications as required by future codes and regulations.
Ability to regularly work beyond the scheduled work shift, including nights, weekends, and holidays, and to travel to various seminars or training classes as required to keep current in the wastewater profession and to maintain the required licenses.
Successful completion of all required City of Frederick Training.
The City of Frederick has designated this position as safety sensitive and thus subject to random urine, drug, and/or beath alcohol testing.
The employee frequently is required to reach with hands and arms.
The employee is required to have the ability to stoop, kneel, crouch and access confined spaces.
The employee must frequently lift and/or move up to 50 pounds.
The employee may be required to stand and/or walk for long periods of time.
Specific vision ability required for this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to focus.

Nice To Haves

Knowledge in the use of laboratory equipment and performing multiple characteristic testing (e.g. pH, dissolved oxygen, temperature, etc.)
Ability to communicate in Spanish Language.

Responsibilities

Assists with industrial compliance inspections of industrial and commercial businesses with direct supervision.
Assists in the preparation of inspection reports and other documentation under direct supervision.
Enters and reviews data from industrial reports and laboratory reports under direct supervision.
Performs sampling and monitoring of industries that fall under the Industrial Pretreatment Program under direct supervision.
Ensures pretreatment program equipment and facilities are well maintained and clean.
Establishes and maintains effective working relationships with City officials, co-workers, vendors and the general public.
Must communicate in a courteous and effective manner.
Performs duties in the capacity of a Wastewater Treatment Operator I-IV for shift coverage, emergencies or as directed by the Superintendent of Wastewater Treatment.
Operates a vehicle on a regular basis, observing legal and defensive driving practices.
Performs other duties as assigned.
Observes and monitors sewer line jetting cleaning by vendors.
Drafts inspection report independently.
Drafts laboratory chain of custody documents as needed.
Troubleshoots inspection equipment as needed to ensure compliance.
Updates permit holder permits as needed.
Sets up wastewater monitoring equipment independently.
Reviews laboratory reports of permit holders.
Assists in maintaining an inventory of supplies.
Assists in drafting administrative documents. (e.g. Permits, Update letters, etc.).
Communicates with Wastewater Operations team with any discharges that could affect treatment.
Communicates to Wastewater Plant Operations for potential process interference.
Troubleshoots minor equipment failures and make minor mechanical corrections or repairs.
Assists in the training of Pretreatment Technicians I, II, and III.
Responds to complaints regarding spills and discharges. Identify potential problems, compile evidence, and coordinate corrective actions.
Completes administrative projects as assigned.
Maintains permit holder sampling procedures protocol.
Assists in the review and drafting of Standard Operating Procedures.
