About The Position

Under the Supervision of the Preparedness Grants Supervisor, perform professional level grant and contract management activities in support of multiple federal grant programs. Emergency Management Division As part of the Military Department, the EMD leads and coordinates mitigation, preparedness, response and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment and economy. Requirements

  • A Bachelor's degree;
  • Professional level experience in emergency management, financial management (grants, contracting, claims management, budgeting) training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning will substitute, year for year, for the education requirement.
  • Experience working in an emergency management organization at or above the Office Assistant Senior or equivalent level will substitute, year for year, for the education requirement.
  • Use spreadsheet software, such as Microsoft Excel, to create and manipulate large or complex spreadsheets. Use complex mathematical formulates to calculate data and link worksheets. Import data from other sources, filter lists, and create and format charts and graphs.
  • Grant or contract management to include experience assisting in the development, negotiation, implementation, monitoring, and evaluation of grants/contracts for federal, state, local governments, or private entities.

Nice To Haves

  • Understand and apply budgeting principles in coordination of grant funds: maintain accurate balances, run financial reports, and explain budget numbers to staff, stakeholders, and management.
  • Contract Management: Prepare and complete contracts to include scopes of work and associated deliverables in accordance with grant guidelines.
  • Use Microsoft Office Suite (Word, Excel, SharePoint, Access, or similar programs) to develop documents in support of program requirements.

Responsibilities

  • Provide professional-level support and assistance in managing the Section's homeland security and emergency preparedness grant programs under the guidance of higher-level emergency management staff.
  • Assist with monitoring the Section's grant agreements, amendments, fiscal/budget tracking, grant expenditure reconciliation, and reporting requirements.
  • Review payment requests for completion and accuracy and updates tracking spreadsheets.
  • Provide administrative and programmatic support to the Section.
