About The Position

About to NCEM: The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures. About Administration: The primary mission of the Administration Section is to provide effective and efficient support functions for the Division. These functions include Finance, Human Resources, IT, Grants Management and Compliance. About the Position: The Senior Grants Manager position (GA2) will have primary responsibility for management of federal and state non-disaster preparedness grant programs, to include assisting with grant applications, recipient/sub-recipient awards, processing cost reports/requests for reimbursement, monitoring recipients/sub-recipients, grant reporting, grant closeout, grant data entry, and maintaining grant records. This includes, but is not limited to, managing a portfolio of assigned subrecipients/project leads, developing state guidance to supplement federal guidance, facilitating applications from state and local government entities, reviewing and processing various grant documents, and other duties in compliance with applicable state policies and federal guidance/regulations. In addition to management of assigned grant programs, the Senior Grants Manager also serves as a technical advisor and direct supervisor for five other permanent Grants Managers (Grants Administrator I) in the work unit, providing guidance and training on individual programs and grants management best practices. The Senior Grants Manager also assists the Preparedness Grants & Compliance Manager with day-to-day management of the work unit, including monitoring workloads and key performance indicators. This position supports grants management and compliance functions for numerous grant programs: Emergency Management Performance Grant (EMPG), Homeland Security Grant Program (HSGP), State & Local Cybersecurity Grant Program (SLCGP), Nonprofit Security Grant Program (NSGP), Hazardous Materials Emergency Preparedness Grants Program (HMEP), NC Tier II Grants, NC Capacity Building Competitive Grant Program (CBCG), and other programs.

Requirements

  • Bachelor’s degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution and 1 year of directly related experience or an equivalent combination of education and experience

  • Professional knowledge & demonstrated skills in administration and/or management of federal and state grants.
  • Experience reading, interpreting, and applying state and federal laws, regulations, policies, procedures and/or guidance in grants management.
  • Experience in skillfully communicating with grantors (federal agencies), grantees (counties & local govt. entities, nonprofits, state agencies & other organizations), and other internal & external stakeholders regarding grant programs.
  • Professional knowledge in writing, reviewing, and/or editing of contracts, programs and/ or scopes of work.
  • Professional knowledge & demonstrated skills administering, managing, auditing, or monitoring complex programs and projects.
  • Professional knowledge & demonstrated skills independently managing a variety of business functions with dynamic funding sources and / or a variety of activities, programs and/or services.
  • Experience in conducting financial management responsibilities in an organization funded by a variety of dynamic and multi- dimensional funding sources (e.g., multiple contracts, grants, and receipts).
  • Experience in maintaining effective working relationships with employees, coworkers, state, and federal officials.
  • Advanced skills working with Salesforce and/or similar grants management platforms.
  • Experienced in effectively leading and directly supervising a team of five other Grants Managers performing grants management functions for a diverse portfolio of federal and state grants across the state.
