About The Position

The Preconstruction Manager leads project pursuits during the pursuit and preconstruction contract phases for one or more projects within a district. The role works with proposal, estimating, business development, design, engineering, and project teams to develop proposals and budgets, identify cost-saving opportunities, shape technical solutions, manage client expectations, and support the hand-off from bidding to construction.

Requirements

10+ years of construction industry experience related to project pursuits, including estimating, project management, or business development.
Alternative delivery experience.
Understanding of constructability.
Ability to identify and interpret risk strategies.
Demonstrated leadership, communication, conflict resolution, and interpersonal skills.
Demonstrated experience leading partnering and teaming agreements.
Understanding of cost estimating practices, development, and implementation.
Strong communication and organizational skills.

Nice To Haves

Bachelor's degree in Engineering, Construction Management, or a related field preferred.

Responsibilities

Manage project pursuits in coordination with the proposal manager, lead estimator, business development manager, and project sponsor.
Work with the Business Development team to identify opportunities, recommend pursuit partnerships, and coordinate partnership teams to submit proposals within prescribed budgets and timelines.
Develop and manage pursuit timelines and deliverables, and attend schedule and proposal meetings to ensure submissions include required data and documentation.
Review design schedules and construction plans to identify cost savings within contract specifications, including adjustments to quantities, estimated materials, or construction methods.
Work with design managers to develop the best possible technical solution.
Develop project-specific client management strategies and manage client expectations and communications according to contract specifications and Owner needs.
Work with engineers and estimators to develop project budgets and secure the final bid price.
Support the hand-off from bid teams to construction teams to help ensure construction plans and client expectations are properly executed.
Support the project management team with client relations during the initial phases of construction, as needed.
