About The Position

ABM is seeking a highly experienced Preconstruction Manager to help lead the due diligence, design coordination, estimating, and preconstruction efforts for the Waymo expansion portfolio. This strategic role is responsible for evaluating potential new sites, developing conceptual facility solutions, preparing budgetary cost estimates, and identifying technical, operational, financial, and regulatory risks prior to project execution. The Preconstruction Manager serves as a primary technical resource during site selection and project planning, ensuring facilities are operationally viable, financially feasible, and aligned with Waymo's expansion objectives while enabling a seamless transition into project delivery. The ideal candidate combines expertise in facility assessments, construction estimating, conceptual design coordination, AHJ engagement, permitting strategy, and capital planning. This individual will work closely with Real Estate, Facilities, Operations, Design, Engineering, and Project Delivery stakeholders to support informed decision-making and successful project execution across a rapidly growing portfolio.

Requirements

  • Bachelor's degree in Engineering (Mechanical, Electrical, Civil), Architecture, Construction Management, Facilities Management, or a related technical discipline.
  • Minimum of 7 years of progressive experience in preconstruction, estimating, technical due diligence, facilities assessments, construction management, capital planning, commercial real estate development, or related disciplines.
  • Experience developing conceptual designs, project scopes, and budgetary cost estimates for commercial, industrial, mission-critical, automotive, technology, manufacturing, or infrastructure projects.
  • Demonstrated experience coordinating with Authorities Having Jurisdiction (AHJs), including building departments, fire marshals, planning agencies, and utility providers, with strong working knowledge of permitting processes, zoning regulations, building codes, and entitlement requirements.
  • Strong knowledge of commercial building systems, including HVAC, electrical distribution, fire/life safety, building automation systems, structural systems, utility infrastructure, and site development.
  • Demonstrated ability to evaluate technical risks, develop financial analyses, and communicate recommendations to executive and non-technical stakeholders.
  • Proficiency with estimating tools, cost databases, project management software, and construction documentation.
  • Strong analytical, organizational, negotiation, and stakeholder management skills with the ability to manage multiple projects in a fast-paced environment.
  • Ability to effectively prioritize competing deadlines and manage multiple concurrent projects.

Nice To Haves

  • Professional certifications such as PE, PMP, CCM, CFM, DBIA, LEED, or equivalent are preferred.
  • Experience supporting large-scale portfolio expansion programs.
  • Experience with EV charging infrastructure, fleet operations, autonomous vehicle facilities, mission-critical environments, or technology-focused projects.
  • Experience managing consultant teams and multidisciplinary design efforts.
  • Familiarity with California Building Code (CBC), International Building Code (IBC), NFPA standards, ADA requirements, and local jurisdictional review processes.
  • Experience preparing executive presentations, business cases, and capital investment recommendations.

Responsibilities

  • Lead comprehensive site assessments and property inspections to evaluate existing conditions, infrastructure capacity, building systems, and operational readiness.
  • Perform fast-turn assessments of existing buildings, lease opportunities, and new construction shells to support accelerated real estate decisions.
  • Identify facility risks including code compliance issues, life safety concerns, environmental considerations, deferred maintenance, and capital improvement requirements.
  • Assess the ability of facilities to support Waymo's operational requirements, including power capacity, EV charging infrastructure, security systems, fleet operations, and maintenance functions.
  • Engage with local Authorities Having Jurisdiction (AHJs), including building departments, fire marshals, planning agencies, utility providers, and permitting authorities, to evaluate zoning requirements, permitting pathways, occupancy classifications, code compliance obligations, utility constraints, and potential regulatory risks that may impact project feasibility, schedule, or cost.
  • Evaluate site constraints, utility availability, constructability considerations, and operational impacts to support informed real estate decisions.
  • Develop preliminary capital expenditure and operating expense forecasts to support site selection and investment decisions.
  • Collaborate with internal stakeholders, engineers, architects, and consultants to develop conceptual designs and site improvement strategies.
  • Review existing drawings, surveys, utility information, and facility documentation to identify design requirements, constraints, risks, and opportunities.
  • Define project scope, technical requirements, and design criteria for facility upgrades, renovations, tenant improvements, infrastructure projects, and new construction initiatives.
  • Identify opportunities to optimize project costs, schedules, constructability, and operational performance while maintaining quality and program objectives.
  • Establish project assumptions, logistics plans, permit considerations, procurement strategies, and execution approaches to support successful project delivery.
  • Coordinate with design consultants and AHJs to establish permitting requirements, approval timelines, inspection protocols, and jurisdiction-specific design considerations early in the preconstruction process.
  • Coordinate architects, engineers, surveyors, environmental specialists, and other consultants to support project planning and due diligence activities.
  • Prepare conceptual, schematic, and budget-level cost estimates for facility improvements, infrastructure upgrades, equipment installations, tenant improvements, and new construction projects.
  • Analyze estimates, vendor proposals, and market pricing to ensure accuracy and alignment with project objectives.
  • Develop detailed CapEx models, cash flow projections, contingencies, and project budgets to support investment decisions.
  • Coordinate pricing and proposals from subcontractors, vendors, suppliers, and consultants to develop comprehensive cost evaluations.
  • Quantify financial risks and cost impacts associated with site conditions, regulatory requirements, design alternatives, schedule constraints, and operational requirements.
  • Compare project budgets against evolving design requirements and update forecasts to ensure alignment with business objectives and funding approvals.
  • Develop and present executive-level reports summarizing due diligence findings, design recommendations, project risks, AHJ feedback, and budget analyses.
  • Partner with Waymo's Real Estate, Facilities, Operations, Legal, Construction, and Project Delivery teams throughout the evaluation and planning process.
  • Coordinate with project drafting and design resources to ensure documentation, surveys, drawings, reports, and site information are properly maintained and accessible.
  • Provide strategic recommendations and Go/No-Go assessments based on technical, financial, operational, regulatory, and schedule considerations.
  • Document and communicate AHJ requirements, permitting risks, code upgrade requirements, entitlement issues, and jurisdictional constraints to project stakeholders to support informed decision-making during site selection and project planning.
  • Present project findings, budget recommendations, and strategic guidance to senior leadership and client stakeholders.
  • Develop comprehensive Statements of Work (SOWs), project charters, assumptions logs, and turnover packages for execution teams.
  • Ensure preconstruction budgets and assumptions are effectively transitioned into project execution budgets.
  • Document key project risks, assumptions, design requirements, permitting considerations, and mitigation strategies to support seamless project delivery.
  • Facilitate handoff from preconstruction to project management, ensuring alignment on scope, schedule, budget, quality expectations, and operational objectives.
  • Provide ongoing support during project kickoff to ensure continuity between planning and execution phases.
