About The Position

In this role, you will be responsible for all preconstruction activities on large volume projects (domestic and international) within our Religious & Cultural market, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, the definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies.

Requirements

  • Bachelor of Science Degree in accredited construction-related curriculum, such as Civil Engineering, Construction Management, or equivalent
  • 7+ years of estimating experience
  • Proven experience managing preconstruction for large-scale projects with an emphasis on highly complex projects
  • In-depth knowledge of construction principles/practices required
  • Experience dealing with subcontracts, subcontractors, and/or self-perform work
  • Self-starter. Highly motivated to bring project results and success

  • Bachelor of Science (Bachelor of Science) in an accredited construction-related curriculum (such as Civil Engineering, Construction Management, or equivalent), plus 5 years of experience; or 8 years of relevant experience in the construction industry. (Preconstruction Manager Level I)
  • Bachelor of Science (Bachelor of Science) in an accredited construction-related curriculum (such as Civil Engineering, Construction Management, or equivalent), plus 7 years of experience; or 10 years of relevant experience in the construction industry. (Preconstruction Manager Level II)
  • Ability to understand owner/engineer requirements, with conceptual ability to work with minimal information.
  • Knowledge of construction, material systems, market conditions, and trade practices.
  • Knowledge of estimating software (preference will be given to Beck Destini, Accubid, Bluebeam, InSite, etc.).
  • Excellent computer skills and familiarity with Microsoft Office Suite programs.
  • Detail-oriented and deadline-driven; a well-organized person with the ability to prioritize.
  • Strong organizational skills.
  • Excellent oral and written communication skills.
  • Ability to communicate effectively with internal clients, external clients, and subcontractors.

Responsibilities

  • Lead the development of detailed construction cost estimates from conceptual design through final design, ensuring accuracy and completeness at every stage
  • Manage and mentor estimating personnel, providing direction, oversight, and professional development
  • Participate in design review meetings and help guide the design team throughout the preconstruction phase
  • Evaluate design options and recommend optimal solutions based on cost, constructability, engineering quality, and material availability
  • Monitor project scope, cost, and constructability during design development to align with project goals and budget
  • Lead pricing strategy efforts in partnership with the proposal leader, ensuring alignment on approach, expectations, and deliverables
  • Develop bid packages, manage subcontractor and vendor participation, and evaluate market pricing to ensure competitiveness
  • Build and maintain strong relationships with subcontractors and vendors
  • Review proposal milestone schedules with the pricing team, track progress, and ensure timely completion of estimates
  • Communicate estimate status, risks, and updates clearly to the proposal leader and key stakeholders
  • Support the development of construction schedules and overall project planning
  • Contribute to responses for Requests for Proposals (RFPs) and Requests for Qualifications (RFQs)
  • Participate in client presentations, proposal interviews, and ongoing client engagement as needed
  • Train and develop preconstruction personnel while fostering a high-performing team environment
  • Maintain historical pricing data to inform future estimates and strategic decisions
  • Provide support to other departments and project teams as needed

  • Lead a team of preconstruction professionals to develop an internal estimate, engage subcontractors, analyze bids, and compile the final estimate.
  • Participates in design review meetings. Reviews and monitors scope, cost, and constructability during the design development phase.
  • Participates in or leads the Estimate Plan meeting. Develops the Estimate Plan with the proposal leader and ensures the proposal team has clarity on strategy and expectations.
  • When serving in the lead estimator role, leads the team of estimators assigned to a specific proposal.
  • Is responsible for compiling the work products of the multidisciplinary estimators into a single, complete estimate.
  • Ensures the estimating team has the necessary information to develop their estimates. If information is missing, is responsible for communicating that need to the proposal leader, design team, or client as required by the proposal at hand.
  • Manages Request for Information (RFI) logs (from subcontractors, internal, and/or owner) as required by each proposal.
  • Reviews proposal milestone dates with the estimating team and tracks individual progress. Is responsible for the timeliness of estimate completion and communicating to the proposal leader and Director of Preconstruction if deadlines are at risk of being missed.
  • Coordinates with pertinent resources to determine project-specific tax and insurance requirements.
  • Is responsible for ensuring clarifications are clear, complete, and compiled into a single document. Coordinates with marketing for inclusion in the formal proposal.
  • Is responsible for completing the owner’s bid form, or assists in this task. Coordinates with marketing for inclusion in the formal proposal.
  • Ensures the estimate complies with the Request for Proposals (RFP) documents. Is responsible for communicating to the proposal leader when deviations are necessary.
  • Leads the estimate review meeting.
  • Establishes and maintains relationships with subcontractors.
  • Develops the subcontractor outreach and communication strategy and ensures the subcontractor outreach team adheres to that strategy. Is responsible for receiving at least three (3) quotes per bid package, unless otherwise agreed to by the proposal leader.
  • Manages the bidder’s list (subcontractors/vendors). Ensures only qualified subcontractors receive bid documents.
  • Meets with local subcontractors as needed.
  • Organizes, leads, or participates in pre-bid meetings, if required.
  • Leads the development of bid packages for subcontractors, including but not limited to, Non-Disclosure Agreements (NDAs), RFPs, drawings, scopes of work, bid forms, contract addendums, schedules, and site logistics plans. Coordinates with operations resources, as needed, to ensure the integrity of bid packages.
  • Collaborates with the Business Diversity Coordinator when responding to federal or public sector agency solicitations to develop a Small Business and/or Minority/Women-Owned Business Enterprise (WMBE) participation plan that meets project requirements.
  • Receives quotes and performs subcontractor bid analysis. Organizes and leads scope review meetings. Issues recommendations for selection.
  • Is responsible for submitting the project budget to the accounting department.
  • Participates in scope review meetings, if applicable.
  • Assists in subcontractor selection.
  • Assists the Project Management team in compiling the scopes of work for contract agreements.
  • Is responsible for compiling lessons learned during the preconstruction phase, if applicable.
  • Participates in the lessons learned meeting at project closeout. Analyzes budget shortfalls and overages and communicates those lessons learned to the preconstruction department.
  • Responsible for the maintenance of the preferred subcontractor database.
  • Responsible for the maintenance of the bid form and bid package database.
  • Responsible for the maintenance of the cost history database.
  • Responsible for the maintenance of the estimating database.
  • Trains Preconstruction Specialists and other personnel, as needed.
  • Collaborates in the development and maintenance of the training program.
  • Meets with local subcontractors, attends bid walk-throughs, and participates in conferences as needed.
  • Travel is estimated to be between 5% and 20% of the time.
  • Performs other functions as assigned.
  • Ability to lead a complex estimate.
  • Ability to create Level IV and V conceptual estimates.
  • Ability to manage staff development.
  • Demonstrated success in managing preconstruction pursuit and capture processes.
  • Demonstrated success in managing support staff.
