The Wastewater Preconstruction Director leads procurement and preconstruction phases on collaborative water and wastewater infrastructure projects, including Construction Manager at Risk (CMAR), Progressive Design-Build (PDB), and Design-Build (DB). The role coordinates with internal project teams, design partners, joint venture entities, and public agency clients. It calls for deep technical knowledge of advanced water and wastewater treatment processes and a strong record guiding projects through early-phase planning, budgeting, constructability, and GMP negotiations. During procurement, the director develops strategy for RFQ and RFP responses; provides input on constructability, scheduling, materials, and project approach; collaborates on proposals; contributes technical and execution content; and identifies third-party approvals and permitting requirements. During preconstruction, the director manages operations and acts as a liaison among the client, designers, and construction team; provides technical input on treatment technologies; leads GMP development and pricing strategy, including early works packages; coordinates technical reviews and constructability assessments; builds client relationships; and oversees third-party coordination and approval processes.
