About The Position

BluEarth is seeking an experienced Pre-Construction Project Manager to support the successful advancement of utility-scale wind, solar, and battery energy storage (BESS) projects from late-stage development through construction readiness. The Pre-Construction Project Manager will serve as the primary project lead during the pre-construction phase, coordinating activities across Development, Engineering, Procurement, Commercial, Environmental, Operations, and external partners. The role is responsible for ensuring projects are thoroughly planned, appropriately budgeted, technically optimized, and ready for execution prior to construction commencement. This position plays a critical role in reducing project risk, improving cost and schedule certainty, and facilitating a seamless transition from development into construction.

Requirements

  • Bachelor's degree in Engineering, Construction Management, Project Management, or a related discipline.
  • Minimum 7 years of experience managing large capital projects in renewable energy, power generation, infrastructure, or industrial construction.
  • Demonstrated experience supporting utility-scale solar, wind, and/or battery energy storage projects.
  • Strong understanding of project development, engineering, procurement, construction, and project controls processes.
  • Experience developing project budgets, schedules, and risk management plans.
  • Strong commercial and contractual acumen.
  • Excellent leadership, communication, and stakeholder management skills.

Nice To Haves

  • Professional Engineer (P.Eng.) designation.
  • PMP certification.
  • Experience within an Independent Power Producer (IPP), developer, owner-operator, EPC contractor, or major utility.
  • Experience supporting projects across Canada and the United States.
  • Familiarity with EPC, equipment supply, and major construction contracting models.

Responsibilities

  • Lead utility-scale renewable energy projects through the pre-construction phase.
  • Develop and maintain project execution strategies, milestones, and readiness plans.
  • Coordinate cross-functional teams to ensure project objectives, timelines, and deliverables are achieved.
  • Act as the primary interface between Development and EPC teams throughout project maturation.
  • Support project governance processes and provide regular reporting to senior leadership.
  • Develop and maintain project budgets, capital cost estimates, and contingency assessments.
  • Coordinate estimating activities with engineering consultants, contractors, equipment suppliers, and internal stakeholders.
  • Work closely with Procurement and Commercial teams to evaluate pricing, commercial risks, and contracting strategies.
  • Support project financial evaluations, investment decisions, and Board approval packages.
  • Coordinate engineering activities and design development through all pre-construction stages.
  • Lead design reviews, constructability assessments, and value engineering initiatives.
  • Ensure engineering deliverables support permitting, procurement, financing, and construction requirements.
  • Manage technical interfaces among consultants, contractors, utilities, and internal teams.
  • Collaborate with the Director, Procurement and broader EPC team to develop procurement strategies and contracting approaches.
  • Support EPC, balance-of-plant, equipment supply, and consulting services procurement processes.
  • Participate in RFP development, bid evaluations, contractor selection, and contract negotiations.
  • Assist with supply chain risk assessments and mitigation planning.
  • Develop and maintain integrated project schedules through Notice to Proceed (NTP).
  • Identify project risks and opportunities and maintain project risk registers.
  • Lead mitigation planning to address technical, commercial, permitting, procurement, and schedule risks.
  • Monitor project readiness metrics and ensure critical path activities remain on track.
  • Build and maintain effective relationships with internal and external stakeholders.
  • Coordinate with Development, Regulatory & Permitting, Environmental, Operations, Finance, and Commercial teams.
  • Manage relationships with consultants, contractors, utilities, equipment suppliers, and other project partners.
  • Support presentations and reporting for executive leadership and investment committees.
  • Lead construction readiness reviews and project execution planning.
  • Ensure project scope, budget, schedule, permits, land rights, engineering, procurement, and commercial requirements are sufficiently advanced before construction.
  • Coordinate formal handover from pre-construction to the construction management team.
  • Support project transition activities through construction mobilization.
